符祥威：希盟当初修宪只是敷衍人民
砂人联党青年团秘书长符祥威律师表示，行动党到今天还不愿为希盟政府执政期间对修宪一事有所隐瞒向砂拉越人民道歉。 他说，希盟在竞选期间曾向砂拉越人民保证，一旦执政中央就马上还予砂拉越与沙巴的复邦地位。然而他们在提呈修宪时，却没有对修宪内容作出完善的修改，包括必须纳入1963年马来西亚立国契约的字眼。 “很明显，希盟只是在敷衍砂拉越与沙巴人民，做一些非常肤浅的表面修宪功夫，有关的修宪也不能真正恢复砂沙的复邦地位，修宪案根本就是‘国王的新衣’。” 符祥威今日发文告说，安徒生“国王的新衣”故事是讲述某个王国来了两个大骗子，他们声称可以制作出一件神奇又好看的衣服，而这件衣服只有聪明的人才能看见，愚蠢的人不能看见。骗子为了要索取了大量财宝，不断声称这件衣服多么华贵以及光彩夺目，被国王派去的官员都看不见这件衣服，然而为了掩盖自己的“愚昧”，他们都说自己能看见这件衣服，而国王也是如此。最后国王穿着这件看不见的“衣服”上街游行，一位儿童说“他什么也没穿啊！” 他表示，希盟国会议员们去年在国会下议院提呈《2019年联邦宪法（修正）法案》一读， 修正联邦宪法第1（2）条文时不停的说此次历史意义重大的修宪复邦动议是对砂沙两邦参组大马的历史还原，更是恢復沙巴和砂拉越与马来亚联合邦平等伙伴地位。 这种说词根本就与国王的新衣无异。而砂行动党无论是国会议员还是州议员为了讨好砂拉越人民一味地说这绝对是件美事，更是恢复砂拉越平等伙伴地位的“复邦新衣”，都祈望砂民能接受并穿上这件美丽的新衣。 他指出，纳入“1963年马来西亚立国契约”字眼是非常重要，也只有这样才能反映该契约的真正精神，但砂政盟国会议员当时的要求并未获得以马哈廸为首的希盟政府所同意。 基本上，联邦宪法第1（2）条文对联邦的诠释，和联邦宪法第160（2）条文下的联邦定义，是存在矛盾的。 他强调，砂政盟的立场是修宪案必须根据1963年马来西亚立国契约，但联邦宪法的内容却未提及任何的1963年马来西亚立国契约字眼。 联邦宪法第1（2） 条文必须与联邦宪法第160 （2）条文同时进行修改。因为根据第160（2）条文下的“联邦”定义是根据“1957年的马来亚契约”而非1963年的大马契约。所以这两个条文，即第1（2）和160（2）条文必须同时间进行修改，才算完整；如果联邦宪法第1（2）条文修正法案在国会中获得通过，但联邦宪法第160 条文未被修改的话，根本没有恢复到砂拉越和沙巴所谓的复邦地位。 “所以那次的修宪提案，根本就是希盟政府把砂沙推向万刧不复的政治陷阱。”
