House repair projects under MPP
The House Repair For The Poor Programme was initiated by the Ministry of Housing and Local Government Malaysia (KPKT) in 2016. This house repair for the poor is an initiative under the urban poverty eradication programme (Program Pembasmian Kemiskinan Bandar PPKB) with the objective of improving the well-being of the poor by repairing their houses that are in poor condition.
This house repair assistance for the poor is one of the goals under the 10th and 11th Malaysian Plans of reducing the incidences of poverty and in line with the Sustainable Development Goal 2030 (SDG 2030). The funding for the programme is from KPKT whereas Padawan Municipal Council (Majlis Perbandaran Padawan, MPP) is the implementer. MPP has been implementing the house repair for the poor programme since the second half of 2016. Since 2016 until 2020, MPP has repaired 114 houses for the poor. The allocation for house repair is RM15,000.00 per house.

Target Group
The target group is the poor with the head of household status verified as poor in the B40 group in the eKasih system. The Poverty Line Income in use for the house repair for the poor programme in Sarawak is as follows:

With effect from 01.01.2011, there are plans to raise the PLI to reflect the cost of living.
Types of house repair works & cost:
The types of house repair involve repairs or replacement of roofs, ceiling, walls, floors, windows, doors, stairs and toilets/sanitation. The maximum cost of repair is RM15,000.00 for each house.
Handing over of completed house repair works to the recipients
For the year 2020, MPP has successfully implemented and repaired 28 houses for the poor living in the Council’s area of jurisdiction under Phase 1/2020. Another 3 houses were recently approved by KPKT and scheduled to be completed in October 2020. The total allocations is in the region of RM465,000.00. The Ceremony For The Handing Over Of The Completed House Repair Works to one of the recipients, Encik Sandi Anak Orak was officiated by YB Ir Lo Khere Chiang, Chairman of Padawan Municipal Council who represented YB Dato Sri Dr. Sim Kui Hian, Minister of Local Government and Housing Sarawak on Saturday, 12 September 2020 at 10.00 a.m. at Batu Kawah Resettlement Scheme, Lorong Desa Wira 20D, Jalan Batu Kawah, Kuching.
Criteria to qualify for house repair assistance
This House Repair Assistance Programme for the poor registered in e-Kasih shall continue in 2021. Applicants for the House Repair Assistance Programme must fulfil the following conditions:
- The head of the household must be registered in e-Kasih with the District Office Kuching and confirmed as poor / living below the poverty line index;
- Staying in the Padawan Municipal Council’s area of jurisdiction;
- The house they are living in is in poor condition. The house must be habitable and economical to repair; and
- Own their own land or own house. If the land / house where they live in does not belong to them, then the consent from the land / house owner must be obtained.
The Application Forms For House Repair Financial Assistance can be obtained from the Padawan Municipal Council and all applications must be submitted to the Padawan Municipal Council.
