叶耀星:砂石油公司成立是砂拉越宪法权利
砂石油公司(PETROS)的成立,以及其作为唯一天然气整合者的角色,符合砂拉越争取更大资源主权的目标。 哥打圣淘沙区议员叶耀星指出,砂拉越境内发现的石油与天然气,理应属于砂拉越的天然财富。 “PETROS并非对联邦的威胁,而是砂拉越宪法权利的正当体现。” 他是针对前首相署法律及国会事务部长拿督莫哈末再益依布拉欣建议PETROS不应被赋予砂唯一天然气整合者角色的言论作出回应。 叶耀星表示,这种看法不仅忽视砂拉越在马来西亚宪制与历史上的地位,也可能破坏《1963年马来西亚协议》(MA63)的精神,以及砂拉越人民对自身资源的应有权利。 他强调,早在马来西亚成立之前,《1958年石油采矿条例》(OMO)已颁布,并持续确认砂拉越对境内石油与天然气的所有权及监管权。 “这并非脱离联邦或敌对行为,而是公平的体现,确保砂拉越人民不再被亏待。” 对于PETROS会削弱国家石油公司(PETRONAS)竞争力的说法,叶耀星驳斥其观点具误导性。 他指出,数十年来,国油一直依靠《1974年石油发展法令》(PDA)享有垄断地位,而该法的合法性长期备受质疑,因为砂立法议会从未批准,也未被纳入MA63的保障范围。 “PETROS的角色不仅没有削弱国油,反而确保砂拉越天然气产业的商业交易透明与公平,并能直接造福砂拉越人民。国油依然是拥有庞大资源、国际合作伙伴与全球网络的国家级巨擘,说砂拉越收回应有角色会威胁其竞争力,实在站不住脚。” 至于再益指砂拉越的要求“违法”,叶耀星回应,砂拉越从未放弃石油与天然气的所有权。 “MA63保障砂拉越的特殊权利,包括移民自主权和经济利益自主权。若以方便国油运作为由,要求检讨砂拉越的移民自主权,这是对联邦制根基的挑战,也是对马来西亚成立时保障协议的否定。” 针对砂拉越每年争取更公平的收入分配,包括索偿100亿令吉,叶耀星强调,这正是砂拉越努力推动重新调整与布城关系的原因。 “联邦法律不能随意凌驾于MA63、《联邦宪法》或1958年《石油采矿条例》之上,它们必须与《马来西亚协议》的精神并行。砂拉越的要求并非为了动摇国家,而是为了纠正历史不公,确保全体马来西亚人获得公平发展。” 叶耀星补充,砂总理拿督巴丁宜阿邦佐哈里一直强调,MA63与OMO 1958赋予的砂拉越权益不可谈判,石油与天然气资源的管理必须优先保障砂拉越子孙的未来。 “这正是PETROS角色的指导原则,也是砂拉越在与联邦政府及国油持续磋商中的立场。” 他认为,把PETROS与砂拉越争取资源权益描述为“政治交易”,是对砂拉越人民的不公。 “砂拉越人民等待了数十年,只为在资源共享上见到公义。PETROS关乎的不是政治,而是尊严、公平与砂拉越的发展。真正的国家团结,唯有在联邦内的每个伙伴都获得尊重与平等时,才能实现。”
陈超耀实地考察工程
甘榜Luak与Ocean Park居民将受惠于更完善的公共设施,这项提升工程是通过N.73彼咯区乡区转型计划(RTP)落实。 砂旅游、创意产业及表演艺术部副部长兼卑尔骚议员拿督陈超耀于本月星期四前往当地实地视察该计划的两个施工地点。 在2024年RTP计划下,政府拨款15万令吉,用于修复甘榜Luak多用途礼堂的漏水屋顶、提升厕所、兴建混凝土平台及维修舞台。有关工程已于8月25日动工,预计在4个月内完工,即2025年12月24日竣工。 此外,巡视团也前往观摩位于Ocean Park休闲公园内的3根园林灯柱安装工程。该工程由Ocean Park村委会负责落实,耗资10万令吉,是2023年RTP计划下的项目,预计能为居民在夜间进行休闲与运动活动提供更佳的照明与舒适环境。 拿督陈超耀指出,自他于2016年担任彼咯区州议员以来,已通过RTP拨款108万令吉,用于提升Ocean Park休闲公园的设施,使之持续成为当地居民的休闲与旅游景点。

叶耀星:世上没有“不劳而获的钱财”
一名来自哥打圣淘沙的男子,因轻信诈骗分子所谓“支付佣金后即可获得4万9000令吉支票”的说辞,不幸被骗走逾1万令吉。 根据哥打圣淘沙区议员叶耀星透露,该名受害者被要求先转账缴付所谓“佣金”,才可领取支票。岂料,一旦完成汇款,骗子便立即失联,不再接听电话也中断所有联系。 “这是一种典型的诈骗手法,专门利用受害者的疏忽与贪念。” 叶耀星在文告中提醒公众,世上并没有“不劳而获的钱财”,若一个“好康”听起来好得不真实,那几乎可以肯定就是骗局。 叶耀星也点出多项诈骗警讯,包括:要求事先支付费用或手续费、以各种理由催促尽快行动、来自陌生来电或WhatsApp的可疑信息、以及一旦收钱后便刻意失联等。 他劝告公众切勿轻易把钱转给陌生人,务必向官方渠道核实相关说法,不要泄露银行资料或一次性密码(OTP),若有疑虑,应先向可信赖的家人或相关当局咨询。 “我已建议受害者立即向警方报案。 “同时,我也呼吁公众积极协助宣传防骗意识,以保护身边更多的人免于受害。”
砂社区领袖与村长会议

许徳婉:古晋国际机场超容量
要求砂拉越政府放弃新机场的建设计划,而去支持一个“取决于有资金的情况下”的扩建方案,这是不合理的。 人联党妇女组主席许德婉发文告针对张健仁早前发表上述课题时指出,在他之前的声明中,张建仁声称古晋国际机场并没有定时的巨型客机降落,而且跑道也只比吉隆坡国际机场稍微短一些,因此现有机场是未被充分利用的。 然而,对于张氏用飞机的型号和跑道长度来衡量一个机场的利用率,许德婉坦言其言论实在令人啼笑皆非。 她说,古晋国际机场事实上已经达到并略微超出了它的设计容量。古晋国际机场的设计容量是每年500万名乘客。在2019年(新冠疫情前),古晋国际机场服务了596万名乘客,超过其设计容量约96万人。2023年(疫情后复苏),古晋国际机场服务了533万人,再次超过500万的设计容量。而在2024年,古晋国际机场预计服务538万人,故此,她劝请张建仁不要再误导公众。 “我们为什么不能在扩建现有的古晋国际机场的同时也建设一个更加现代化、更大、更先进的新机场? 毕竟,位于Tanjung Embang 的新机场短期内不会落成,而现有的古晋国际机场虽然仍在运作,但增长已经受到限制. 如果没有扩建或新设施,随着乘客数量的增加,拥堵情况将会恶化。” 作为一名砂拉越人和古晋人,许德婉表示她完全支持由马来西亚交通部所提议的古晋国际机场扩建计划。 “我也敦促张建仁国会议员以实际行动来证明他的诚意,帮我们争取机场扩建计划。毕竟,作为一名国会议员,张建仁有责任争取基础设施发展,而这座已接近20年的机场,确实需要升级。” 张建仁在之前的新闻声明中建议砂拉越政府把资金用在沟渠升级、道路和路灯上,而不是新机场。同样地,我也希望看到张建仁言行一致,把他所获得的联邦拨款,全部用于基础设施建设。 新机场选址在丹戎恩邦, 战略上紧邻即将启用的深海港口,能够实现更强大的物流能力、货物处理和多式联运整合,这是现有的古晋国际机场的升级所无法比拟的。而且,新机场的可行性研究已经在进行中,这也证明了砂拉越政府在财政规划上是谨慎和有尽职调查的。 机场往往是经济引擎,能刺激贸易、旅游、投资和就业。以迪拜国际机场为例,它贡献了约27%的迪拜国内生产总值,并提供超过25万个就业机会。 对此,许德婉强调砂拉越人民理应享有这样的发展机遇,以带来更多收入和工作岗位,难道张建仁不希望看到砂拉越进步和繁荣吗?
