陈超耀:成功争取紧急拨款修复罗东海边

砂拉越旅游部副部长兼卑尔骚区州议员拿督陈超耀于今日下午召开新闻发布会,就罗东海边受海浪侵袭问题作出说明,并宣布已成功争取紧急拨款,以尽快展开修复工程,确保民众安全。 陈超耀表示,由于连日来强风大浪,罗东海岸线部分路段受严重侵蚀,威胁周边道路及居民安全。他透露,早在1月16日,他已向联邦部长反映该问题,并呼吁采取紧急措施。 “昨晚,我再次向相关部门提交报告,并获得迅速回应。今早10时19分,政府方面正式批准展开临时修复工程,并指示尽快动工。” 他强调,原本该海岸保护项目预计耗资4500万令吉,并已于1月31日完成规划程序,但因工程审批流程需时数月,因此他特别要求提供500万令吉紧急拨款,优先展开道路加固及安全防护工作。 跨部门协调 保障居民安全 为了加快工程推进,砂拉越灾难管理委员会及美里灾难管理委员会已介入处理,同时,美里市长、市议会、警方等单位也加入协调工作,确保修复工程顺利进行。 “美里警方已受指示在危险路段设置警示标志,提醒公众远离高风险区域。我将继续跟进进展,确保居民安全。” 争取长期方案 防止灾害重演 除了临时修复措施,陈超耀强调,政府将继续推动长期解决方案,包括加强海堤建设及沿岸防护工程,以防止类似灾害重演。 “目前,我们正在争取更大规模的拨款,以全面提升该地区的防护能力,确保沿海道路和居民区的长期安全。” 他呼吁当地居民保持警惕,并遵循当局发布的安全指引,以免发生意外。同时,他承诺将持续关注事态发展,并确保修复工程按计划推进。


陈超耀:34万人尚未申请砂拉越基本生活援助

截至目前,砂拉越基本生活援助(SKAS)的申请进展情况显示,超过53万人已经完成申请,而仍有约34万人尚未提交申请。 根据内陆税收局(LHDN)发布的2024年第四阶段“爱心援助金”(STR)名单,砂拉越共有88万6288名符合SKAS资格的受惠者,包括41万0529个家庭、36万1295名单身人士和11万4464名长者。截至目前,共有53万8155名受惠者(60.7%)通过S Pay Global申请SKAS,剩余的34万8133名受惠者(39.3%)尚未完成申请。 在北区(包括民都鲁、美里及林梦)方面,共有21万4699名SKAS受惠者,占砂拉越总数的24.22%。其中,11万8347人(55.12%)已完成申请,而9万6352人(44.88%)仍未申请。SKAS的申请开放期为2025年2月1日至3月31日,符合条件的民众可在此期间提交新申请或进行上诉。迄今,已有1万5243人通过SKAS系统提交新申请。 为进一步推动SKAS计划,砂拉越政府于今日下午在电子图书馆举办砂拉越身份认证(Sarawak ID)注册与SKAS申请的简报会。此次会议旨在增强州议会(ADUN)及国会服务中心职员对SKAS计划的理解,并确保援助计划的有效落实。 砂拉越旅游部副部长兼卑尔骚区州议员拿督陈超耀在会上致词时表示,SKAS计划是由砂拉越总理拿督巴丁宜丹斯里阿邦佐哈里于2024年11月11日宣布,旨在减轻低收入群体因生活成本上升带来的经济压力。 根据受惠者的不同类别,SKAS援助金额分为家庭收入5000令吉及以下者可获800令吉援助;单身人士收入2500令吉及以下者可获250令吉援助;60岁以上长者,收入5000令吉及以下者可获400令吉援助。 这些援助可用于购买米、糖、食用油、鸡蛋等基本生活必需品,并通过S Pay Global电子钱包发放,以确保资金不被滥用,推动数字支付的普及。 陈超耀指出,SKAS不仅帮助有需要的家庭,还促进农村及偏远地区商家的数字化发展,提升数字支付的覆盖率。他透露,政府正在扩大与超市和零售商的合作,以确保受惠者可以在本地便利地购买必需品,并可通过S Pay Global官网和应用程序查询相关商家信息。 政府决定通过S Pay Global发放SKAS援助,旨在防止资金滥用并推动砂拉越迈向无现金社会,这一模式已在新加坡等国家得到广泛应用,砂拉越也正在积极推进。 此次简报会由砂拉越公共通讯单位(UKAS)主办,邀请了砂拉越经济策划单位(EPU)、公共服务数码化单位(SCSDU)及S Pay Global的讲师,为与会者讲解相关政策和申请程序。 陈超耀表示,截至目前,北区的15个州选区和5个国会选区已设立了17个注册点,其中美里占12个,民都鲁3个,林梦2个。他强调,这次简报会将帮助ADUN及国会服务中心更好地规划和执行SKAS注册与申请计划,确保更多符合条件的民众在今年内完成申请。 他呼吁仍未申请的合资格人士尽快完成注册,并鼓励各选区继续加强SKAS宣传,确保援助计划能够有效惠及基层民众。

砂人民联合党中央秘书长拿督陈超耀强调,砂拉越不需要联邦政府推行的穆斯林参与非穆斯林庆典和仪式的新指南。 他今日针对首相署(宗教事务)部长拿督纳因莫达昨日在国会透露,联邦政府将推行新指南,以规范穆斯林参与非穆斯林庆典和仪式,作出回应。 “根据部长书面答复,这项新指南要求凡是涉及穆斯林的活动,必须获得宗教局批准,同时活动内容不得含有可能冒犯穆斯林敏感性元素。“ 陈超耀对此表示,砂人联党完全理解并尊重部长提出该指南的立场,但必须强调,砂拉越并没有官方宗教,这阐明在1963年建国契约之中。 “因此,在制定任何涉及宗教的指南时,包括伊斯兰教,都必须考量这建国契约赋予的保障。” 他说,砂拉越在长期以来被誉为宗教宽容与和谐典范,无论是基督教、伊斯兰教、佛教、兴都教及各类原住民信仰都和谐共存,人民彼此尊重,经常共同庆祝彼此佳节。 “这份团结精神深植于砂拉越文化,因此跨宗教婚姻、混合族群社区及强烈的社会凝聚力,都是砂拉越普遍现象。” 他指出,砂人联党赞扬砂政府在维护宗教自由和促进跨宗教理解方面所扮演的重要角色,使砂拉越成为多元团结典范,作为砂政府的一份子,我们引以为傲。 “我们相信,砂人民并不需要这样的指南,该新指南在砂拉越并无必要,且过于干预。” 陈超耀担忧,过度监管宗教活动或过分关注宗教敏感性,尤其是在这些问题并未真正困扰人民的情况下,反而可能制造不必要分歧。 他说,砂拉越之所以能成为和谐典范,是因为宗教和谐是自然形成的,人民自发地互相尊重,而不是依赖外部强加规范。 “因此,强行推行过于僵化的指南,反而可能引起误解、猜忌,甚至破坏原有的和睦共处社会氛围,这不但无法促进团结,反而会在人们之间制造不应存在的隔阂。” 他认为,更好的做法是鼓励开放对话、相互理解,并加强宗教多元性教育,同时让人民自由地维持自己的传统。 ”从全国层面来看,制定政策必须在尊重宗教信仰与维护社会宽容之间取得平衡,砂拉越的成功经验已证明,信任和自然而然的共存,远比过度控制更有效。” 因此,陈超耀呼吁联邦政府重新审视该指南的必要性,并确保政策的制定不会无意间助长不宽容情绪,而是应该以促进团结和谐为最终目标。
