巴达旺市议会新届市议员于8月4日在砂地方政府部长拿督沈桂贤见证下正式宣誓就职。 在32名市议员及市议会正副主席当中，人联党共占12人。分别是市议会主席罗克强、赖建伟、蔡岫玲、曾友发、郑莉薲、贝雪兰、叶耀星、杨应广、阿钦沙洛、晋森基勿、杨娘坤和杨典强。 沈桂贤在致词时说，巴达旺市议会的门牌税收入有望在来年增加，这是基于更多的发展将会注入在石角和巴都吉当地区，因此从中增加产业的门牌税收入。 他表示，石角和巴都吉当地区的发展将会非常蓬勃，不会再是人们印象中的贫穷地带。 他也敦促市议员以民为本，在作出决策性的政策决定时，需由地方议员的集体决策为主。 “所有的市议员都是在地方议会的团队，地方议员不是一个人处事，而是在团队下共同决策，巴达旺市议会的操作是集体决定。” 他也建议地方议员应掌握科技，采用手机社交应用程式与民众、地方议会交流及处理职务。
罗克强慰问火灾灾黎
砂人联党巴都吉当区州议员兼巴达旺市议会主席罗克强于今日慰问选区上的火灾灾黎。 甘榜哈芝巴基于今早发生一起火灾，共有3户家庭受影响，灾黎总共16人。 罗克强在出席一项仪式后，马上赶往火灾现场，向灾黎伸出援手。 他看到现场情况后，承诺会向社会福利局反映，而他本身也捐出一些款项让灾黎应急。 他呼吁公众热心帮助这些失去家园的灾黎。 在场者包括本固鲁卡林阿邦奥马、土保党妇女组组员沙杜雅和哈达阿兹。

Caring for animal welfare
Minister for Local Government Datuk Dr Sim Kui Hian said there should be a SOP on ways to handle animal welfare. 罗克强关注无国籍儿童课题
砂人联党巴都吉当区州议员罗克强关注本地几宗涉及无国籍儿童的问题，这问题的原因通常是一对夫妇结婚，但有一方是外国籍人士，而孩子诞生之后却成了“无国籍”身份，而这些儿童将后会面对求学、考试及工作的问题。 他说，几个案例显示所谓的无国籍儿童，是在砂拉越出生，但没有身份证。 案例包括： （一）17岁的杨志杰的父亲是砂拉越公民、母亲是新加坡国籍，在古晋出世的他，在4个兄弟姐妹中排行第2，其18岁的胞姐、还有2名在新加坡诞生的弟弟都获得登记局发出的大马证，但他迄今仍然未获得大马身份证。 罗克强在2年前，亲自带着15岁大的杨志杰到新邦迪卡路的砂登记局申请大马身份证，但已经过了2年，当局仍未批准他的大马身份证申请。 （二）8岁女童陈美玲的父亲为62岁的陈国，母亲为印尼人，其父亲是在她出世3个月后才和母亲注册结婚，但为女童申请出世证的时候，其出世证上无记载着身份证号码，即女童无发申请大马身份证，虽然其陈父多次向砂登记局官员跟进此事，且也拨打超过100次电话到布城登记局咨询女童大马国籍与公民权之事项，迄今其案子仍然未获得处理。 （三）27岁的华裔青年曾竖贤与25岁的曾潇悦兄弟2人，父亲是砂拉越公民、母亲是印尼籍，在出世的时候，砂登记局官员指父亲提呈给当局的文件不足，因此胞兄仅有出世证，却无身份证、胞弟则因在出世14天逾期申请出世证，导致胞弟没有出世证与身份证。 兄弟2人仅在砂中央医院诞生，虽然院方有发出文件给2名兄弟的父亲供申请出世证，但迄今兄弟2人都已经成年，且在职场工作服务，却因无大马身份证，故雇主无法为他们申报公积金、社会保险等福利、他们甚至无发在银行开设储蓄户口。 （四）7岁男童李礼元，其父亲是砂拉越公民李长城，同样其母亲是印尼籍，男童是在古晋一家私人医院诞生，虽然有出世证，但该张出世证是注明着男童是无国籍的出世证。 目前，男童仅能在私立小学就读，无法在政府学府上学。 罗克强呼吁首相应该重视这个问题，尤其这些小孩子的前途，他们的父亲是砂拉越的公民，为什么孩子出世之后无法申请到公民权、大马身份证等。 同时，许多案例的事主向他反映，砂登记局官员无法解决这些问题，仅告诉这些事主要拨打到西马布城登记局总部查询，不然就是说布城登记局总部在跟进之中等答覆。 罗克强感到很失望，为何砂登记局官员以“不知道什么理由？不批准大马身份证的申请”，将一切的问题推到布城登记局总部？他希望当局正视这个问题。
古晋南市开斋节联欢会
砂地方政府部长拿督沈桂贤医生希望，古晋社会每个阶层人士与组织，都扮演自己的角色，让古晋成为世界排名前50的宜居城市。 他昨日出席古晋南市市政局开斋节联欢会时说，让古晋发展的责任不仅仅落在南市市政局上，而是每个市民，以及非政府组织与南市及政府之间的合作。 “在接下来5年内，每个人都必须努力，做好自己的本份，让古晋朝向上述目标前进。” 沈桂贤表示，联合国每年都会颁布世界宜居城市的排名，其评估的标准不仅是地方议会的工作表现，还包括基础设施的完善，比如水电供应等。

The Batu Kitang PBB branch yesterday paid a courtesy call to Batu Kitang State Assemblyman, Lo Khere Chiang who is also the padawan municipal council( MPP )Chairman.
