陈超耀移交拨款予美里锡克庙

针对MyKiosk摊位计划在全国多地陷入烂尾与空置，引发民间强烈批评之际，砂拉越民主行动党不仅不反思联邦政府的失误，反而妄图将责任推卸给地方政府，砂拉越总理政治秘书许德婉指砂行动党虚伪与两面三刀的本性，已彻底暴露在阳光下。 所谓“联邦只拨款、地方须负责执行”的说法，完全是颠倒黑白、倒果为因。MyKiosk计划从政策设计、预算审批、建设指南到招标标准，皆由联邦房屋及地方政府部主导与制定。如今摊位大量空置、选址不当、建设脱离市场需求，砂行动党却将责任一股脑推给地方议会，简直是卸责甩锅的典型教科书式操作。 试问，若行动党全国署理主席掌管的联邦地方政府发展部推动的政策高明，为何全国多地皆传出烂尾案例？为何在希盟执政的槟城、雪兰莪也同样失败？难道这些地方也能赖市政局？若项目真属地方权限，行动党何以一开始就大肆宣传功劳？一出事就逃避责任，这种双标嘴脸，砂民看得清清楚楚。 更令人不齿的是，砂行动党甚至引用霹雳怡保的出租率来自我粉饰，试图掩盖大局惨况，却无法解释为什么希盟执政的槟城、雪兰莪也同样失败！ 事实上，MyKiosk摊位模式在部分地区确实有效，但并不适用于所有地方。在半城市化地区，这类摊位还能满足一定的经济活动需求，但在真正的城市地区，传统的露天市场早已转型、仅于周末运作的市集。城市居民，尤其是年轻一代，已不再每天到户外市场购物。 以巴达旺为例，类似的市集模式在特定区域或许仍有其功能，但在古晋、雪兰莪、槟城等城市地区，同样的问题却频频上演，摊位乏人问津、建设与实际需求脱节，最终演变成“空摊城”。 这些失败经验其实都说明一个核心问题，在执行之前，联邦政府是否有根据当地人口结构、生活形态及商业趋势进行可行性研究？若一开始就没有进行科学评估，只是一味一刀切强推，那责任就必须由主导政策的联邦政府承担，而不是卸责给被迫执行的地方议会。 行动党如今试图操弄舆论，颠倒因果，把政策失败归咎于地方政府，是极其不负责任的行为。 尤其荒谬的是，砂行动党如今竟然进一步抨击砂拉越地方市议会制度，指地方议会官员“靠关系”被委任、缺乏问责。这种说法不仅毫无新意，更彻底暴露出砂行动党的虚伪。 需知道，地方议会选举制度一直是行动党多年执政前大喊的口号，但直到今天，行动党执政的槟城、雪兰莪、森美兰等地从未落实地方议会选举，时至如今甚至没有一位行动党国会议员真正推动修宪落实此承诺。 换言之，砂行动党根本没有资格指责市议员委任制度，因为既然在自己主政的州属都避而不谈，又凭什么在砂拉越大放厥词？ 若砂行动党真的关心效率与问责，应首先检讨自己联邦部门的监督与协调机制，而非居高临下地贬低地方政府。砂行动党此番操作，无异于打着“监督”旗号行“破坏”之实，毫无实质建设贡献，却不断制造内耗与分裂，是妥妥的“政治白蚁”。 许德婉告诉砂行动党，砂民欢迎问责、欢迎监督，但绝不容忍你们持续破坏砂拉越的社会信任与行政秩序。若砂行动党真心关心民生，就请求该党中央领袖正视政策漏洞、审查执行机制、全面问责有关部长，而非不断泼脏水、煽动矛盾、转移焦点。 砂拉越不欢迎破坏分子，砂拉越已经拥有能做事的执政班底、有担当的建设力量，砂民不需要一般甩锅王、专搞白蚁式破坏、扯后腿的政治演员在砂拉越胡闹。
