Federal cancelled septic tank projects in RPR Tondong and RPR Sibu Jaya

陈超耀：MA63内阁特别委员会应纳入砂人民代议士
砂人联党中央秘书长拿督陈超耀律师认为，联邦政府1963年建国契约内阁特别委员会应该纳入砂拉越人民代议士。 他表示，砂人联党认同首长拿督巴丁宜阿邦佐哈里有关内阁特别委员会也应该纳入砂拉越人民代议士的言论。这是因为1963年建国契约是政府与政府之间的国际契约。因此，能真正代表砂拉越的是砂人民选出的人民代议士，他们宣誓捍卫砂拉越权益，能在建国契约课题上，为国会议员带来帮助。 他强调，当年签署1963年建国契约的单位，都有责任捍卫契约精神，包括砂拉越人民代议士。 陈超耀今日发表文告说，内阁特别委员会也应该专注全部涉及建国契约条款的事项，确保跨政府委员会报告所建议的所有事项都获得实践。既然1963年各方已取得共识，如今只需要实践。 在过程中，可能需要修改一些法令与政策，确保被侵蚀的权益能依据建国契约归还予砂拉越。 他希望教育自主权及石油及天然气权益能归还予砂拉越，强化砂拉越经济发展，也让砂人民拥有更美好未来。

陈超耀：历史教科书需与修宪同步修改
砂拉越人民联合党中央秘书长拿督陈超耀律师表示，随着首相署部长拿督刘伟强表明联邦政府将在国会提呈修宪，恢复砂拉越及沙巴为参组马来西亚平等伙伴地位，教育部长马智礼应该马上指示教育部修改错误的历史教科书，让明年起学生可以从历史教科书学习真正的马来西亚历史。 他发表文告指出，与修宪课题同等重要的是历史教科书的马来西亚成立内容不准确，尤其是书中注明砂拉越及沙巴加入马来西亚。事实上，砂沙、新加坡及马来亚是在1963年9月16日共组马来西亚。 他强调，砂人联党欢迎刘伟强有关联邦政府重视恢复砂沙平等伙伴地位，希望在本月15日复会的国会提呈修改宪法的言论。根据部长所言，修改的宪法是第1（2）条文，让砂沙地位根据1963年建国契约第4条文恢复原貌。 无论如何，他认为上述修改宪法也必须与宪法第160条文的“联邦定义”同步进行，因为将马来亚成为“联邦”是不恰当的，因此宪法第1（2）条文不能单独修改。 “我们相信修宪是砂拉越索回应有权益的正面开始，这些阐明于建国契约及跨政府级别委员会报告的权益，过去已经被剥削。” 陈超耀说，刘伟强本身及联邦政府根本无需担心修宪是否能在国会获得三分之二国会议员支持，因为砂政党联盟肯定会支持对砂拉越及沙巴有利的法案，沙巴国会议员也应当会全力支持，索回应有权益。因此，联邦政府当务之急是集中精力完成需要提呈的修宪法案，以赶得及在来临国会提呈。 他强调，绝大部分砂拉越人都会支持这项修宪，恢复砂拉越的地位。同时，在恢复平等地位后，其他领域课题如领海主权及石油及天然气权力都应该根据平等伙伴地位解决，确保砂拉越的油气权益与马来西亚成立时期相同。 他表示，联邦政府仍有许多工作需要完成，特别是确保被侵蚀的权益能归还予砂拉越。 “1963年建国契约的国际契约地位应该获得尊重，不能在没有获得所有签署者同意下更改。”
程明智：人联党支持修宪恢复砂沙地位
砂拉越人民联合党中央青年总团团长程明智强调，首相署（法律事务）部长拿督刘伟强计划向联邦内阁提出修改宪法，以恢复砂拉越与沙巴地位的建议，证明刘伟强重视和关心砂沙人民在1963年马来西亚协议下赋予的权益和权利，以便通过他身为内阁成员的职责，促使联邦政府尽快归还属于砂沙的权益。 他说，虽然目前这只是刘伟强的个人建议，然而砂拉越人民联合党全力支持、认同和赞扬刘伟强这个举措。 身兼砂首长署政治秘书的程明智表示，人联党的立场非常明确，任何对砂沙有利的建议和行动，都会给予支持。 “我们赞扬刘伟强真正替砂拉越与沙巴说话，勇敢向内阁提出修宪。反观砂拉越的希盟国会议员，虽然有12名国会议员，包括一名正部长和一名副部长，他们不仅没向内阁表达砂拉越人民的意愿，更糟糕的是，还在努力说服砂拉越人接受20%是石油利润，而不是开采税这种不符合逻辑的事实。” 程明智指出，张健仁虽然来自砂拉越，在竞选期间也阐明和承诺，希盟成员党已达成协议，一旦执政中央无需多谈、不用再洽商，也不会有空头支票，将即刻归还自主权给砂沙。然而，迄今张健仁对之前做出的承诺，却不断反反复复，甚至近期静若寒蝉，不敢为砂拉越人民争取权益。 他认为，刘伟强这项修宪建议，给砂拉越人民一个希望，也击败砂行动党和砂希盟国会议员只说而没有行动的做法。 “我们希望向内阁提出修宪，只是砂沙朝向取回权益的良好开端和正确方向，希盟政府应该积极采取落实承诺行动，而不是尝试逃避责任，并将一切归咎前朝的错。” 他指出，根据1963年大马协议，恢复砂沙与马来亚平等伙伴地位，不能仅仅是没有实质内容的“恢复”，希盟政府必须要落实下列事项，才能有效恢复砂拉越在参组马来西亚时的真正平等伙伴地位。 他强调，希盟需落实事项包括： （1）增加砂拉越在国会的代表人数，至少根据1963年的比例，确保沙巴和砂拉越有1/3的国会议员代表。 （2）修改1974年石油发展法令（PDA）和2012年领海法（TSA），不能强制在砂拉越执行有关法令，因为这是没有经过砂拉越同意下通过的法令，严重侵犯砂拉越，是违反宪法的行为。 （3）以“平等伙伴”地位分配联邦资金，而不是13州之一。联邦政府许多资金来源都是依靠砂拉越，希盟政府必须尽快解决这些问题。

陈超耀提醒市民关注狂犬病课题
砂人联党卑尔骚区州议员拿督陈超耀严正关注美里出现狂犬病疫情，他日前特地在公共花园与宠物主人交流，希望狗主对狂犬病课题保持谨慎。 他向民众表示，当局在美里卑尔骚再也及罗东发现有动物感染狂犬病，因此宣布美里为狂犬病疫区之一。 他希望每个人都协助政府当局对抗狂犬病，基本做法是让家里饲养的狗进行狂犬病疫苗注射，同时避免他们在户外走动，减低感染狂犬病机率。他也希望人们不要把狗丢弃在街上，让流浪狗问题趋向严重。 “狂犬病课题其实无需过于担心，我们需要正面看待，做好自己的责任，这样就可避免感染狂犬病。”
罗克强对马哈迪新经济政策言论感遗憾
砂人联党巴都吉当区议员罗克强强调，新经济政策被视为是不公平的一种制度，因为它只维护单一族群，没照顾各族贫穷人士。 他是针对首相敦马哈迪最近接受英国广播公司（BBC）访问时，再次肯定新经济政策对马来社群有利的谈话感到遗憾。他强调，希盟在还没有赢得选举执政前宣称新政府会有不同作风，然而目前看来似乎都是采用旧有政策，也和过去没有太大变化。 他也说，希盟通过向所有人陈述公平和正义，并且也在政策上赢得了选举，但是赢得选举之后，当首相提及继续推行扶持某个种族政策时，许多希盟领袖都保持缄默。 “当我们公平和平等施政时，没有必要去指定哪个族群需要获得特别的照顾，我们只要向富有和成功人士征税，之后不论种族和宗教去帮助各族贫穷人士。那些努力工作者，也会对这样的公平对待感到满意，并且会自愿及相应缴税。” 罗克强认为，政府只需提供良好的医院、医生、良好和负担得起的教育，并为每位国民提供负担得起的住所。每个国家都需要这些资本家来创造商业和工业机会，因为他们为工人和专业人士创造就业机会。只有这样，一个国家的财富才会成倍增加，私人领域是经济推动者，政府则是促进和管理。 他说，国人不要忘记，沙巴与砂拉越的土著都被忽略了，在达雅族居多的农村地区，他们的情况非常糟糕，这些年来也没有适当的道路和水电供。 “很明显马哈迪只关注马来亚半岛的发展，没有把沙巴和砂拉越列为核心，这样又何能在2025年将马来西亚发展成一个发达国家如果马哈迪要将马来西亚建成民主、平等、公正和公平，那么他应该支持砂拉越和沙巴人民对他们自己未来的决定，尊重1963年马来西亚协议，并严格遵守协议内容，内容赋予的权利和特别归还给砂拉越与沙巴。”
20万人出席文化缤纷庆中秋
