Padawan Municipal Council (MPP) holds its first Full Council meeting

Padawan Municipal Council (MPP) have held their first Full Council meeting today, following the swearing-in of councillors for the new term on 11 April 2025.

During the meeting, a new Standing Committee was established the Smart and Sustainable City Standing Committee chaired by Cr. Ir. Dr. Jackie Sim Hui Hui.

The committee and its members will be responsible for setting strategic directions and overseeing the implementation of key initiatives, particularly the Green City Action Plan (GCAP) and the Smart City Early Adopter.

MPP Chairman, Cr. Tan Kai, also welcomed the Council’s new Acting Municipal Secretary, Ir. Ts. Goh Thiam Ho, who will lead the MPP administrative team.

Cr. Tan Kai took the opportunity to address allegations made by Michael Kong regarding the monitoring of construction activities on Sundays. The Chairman clarified that there is no provision under the Sarawak Building Ordinance that regulates construction working hours. Unlike certain agencies or departments such as CIDB or DOSH, which may have specific guidelines or regulations to restrict construction activity, the Council does not have such practice.

However, if any construction activity causes nuisance, MPP will take appropriate action under its jurisdiction as public complaints on nuisance fall under the Council’s purview. In this specific case, MPP has communicated with the developer, who has since committed not to carry out construction works on Sundays and Public Holidays.

Cr. Tan Kai also responded to a second allegation by Michael Kong regarding the condition of the road at 3rd Mile Market following water pipe repairs. According to Section 5(2) of the State Roads Ordinance, if any damage occurs due to works carried out by a utility company or individual, it is the responsibility of that party to reinstate the road.

MPP has already referred the issue to the relevant utility company, which is required to carry out the necessary rectification works within the stipulated timeframe. The Council will continue to monitor the situation. The Chairman also emphasized the importance of public awareness if the damage is caused by a utility company, it is their duty to repair it. If no action is taken, MPP will intervene in accordance with guidelines set by the Ministry of Public Health, Housing and Local Government (MPHLG).

In closing, Cr. Tan Kai urged all parties to make fair and informed comments based on accurate understanding of the Council’s role and existing regulations before placing blame on the Council.
