砂地方政府部部长拿督沈桂贤强调，地方议会的责任应该超越道路、沟渠和路灯的管辖，这些属于基本设施的范围，应该只是地方议会的基本责任。 他解释，地方议会应该跨出传统的思维，运用蓝海策略的思考模式，为自己的服务带来革新。 沈桂贤是于24日上午出席在南市大厦举行的达雅节庆典，并发表致词时，这么表示。 他说，时下人们对于地方议会的要求越来越高，不仅仅希望地方议会带来基本设施的改善而已。 “所以，每个地方议会的一份子，必须要改变思维，致力满足人民的期望。” 他表示，市议员应该要勤劳走入基层，洞悉人民党需求，包括民生投诉在仪式上，沈桂贤也为南市设下6个月绩效指标，他希望在6个月后，可以看到南市的服务表现。
