MOTION OF ADJOURNMENT ON 13THNOVEMBER 2019, DEWAN UNDANGAN NEGERI SARAWAK

1.0        INTRODUCTION

Good afternoon and Salam Ibu Pertiwiku.

1.1        Thank you very much for giving me this opportunity and I rise to move a Motion of Adjournment for the Second Meeting of the Fourth Session of the Eighteenth Dewan Undangan Negeri which commenced on the 4th November 2019 and will adjourn today, 13th November 2019.

2.0        BUDGET 2020

2.1        First of all, I would like to convey our utmost gratitude and congratulations to the Right Honourable Chief Minister, Yang Amat Berhormat Datuk Patinggi Abang Haji Abdul Rahman Zohari Bin Tun Abang Haji Openg for the passing of a people-centric, rural development biased and inclusive surplus budget for 2020 with the theme “Accelerating Development For The Wellbeing Of All Sarawakians”.

2.2        The 2020 State Budget of total revenue sources of RM 10.067 billion and a total proposed Ordinary Expenditure of RM 9.694 billion, with a healthy surplus of RM 373 million for next year is something that we should or must be proud of.

It is the second year running that we have a double digit revenue and indeed it is a great achievement for our Chief Minister and more so for the people of Sarawak.

Some people in the Federal might be envious or even jealous at our Sarawak’s financial achievement.

2.3        Sarawak government under GPS has always being prudent in spending and indeed, continues to adhere strictly to good accounting practice in managing Sarawak’s finance, ensuring that Sarawak will always be listed as one of the best, if not, the best State in Malaysia in financial management and be issued with a clean bill of health by the Auditor General for another year 2020.

2.4        For the information of the august House, as a comparison, as at December 2018, Selangor reserve is RM 2.1 billion, for Penang, as at November 2018, the reserve is RM 1.09 billion and for Sarawak, as at June 2018 we have a reserve of RM 31 billion.  Sarawak has 15 times more reserve than Selangor and 30 times more than Penang. With these figures, not many people would believe that Sarawak would go bankrupt in three years so long as Sarawak is governed by GPS, our own local based Parties, and not by Malayan political Parties.

2.5        In any country in the world, the post of Minister of Finance is a senior post in the Cabinet. His statements will always be taken seriously and indeed have consequential impact on the economy of the country. He must therefore be mindful of the choice of words when he speaks.

2.6        The statement by the Federal Minister of Finance as reported on 21st June 2019 that Sarawak under GPS government would be bankrupt in 3 years was certainly uncalled for. He was being mischievous, to say the least, and indeed that statement could be construed as economic sabotage towards Sarawak and the people of Sarawak, especially at this time when Sarawak is aggressively promoting herself overseas for foreign direct investment to help spur the economic business activities for the benefit of Sarawak people.

2.7        Sarawak is blessed with all Sarawakians living in peace and harmony all these years even before the formation of Malaysia.  The people of all races and ethnic groups respect and totally accept each other. Indeed we must value and treasure this. It is therefore incumbent on all Sarawakians to continue to promote, preserve and safeguard these values of mutual respect and total acceptance of each other.

2.8        Our Immigration Autonomy is one of the main safeguards for Sarawak as provided for in the Malaysia Agreement 1963.

This immigration autonomy is very important to Sarawak because it is one of the main reasons why we are able to maintain peace, harmony and unity in Sarawak. For many years, Sarawak Government had on occasions used the immigration power to bar religious bigots, extremists and radicals from entering Sarawak. If they had not been barred, they would have caused disunity and ill feelings, even hatred amongst the people of Sarawak and would thus cause irreparable harm or damage to Sarawak as a whole.

2.9        The people of Sarawak expect the Government to protect Sarawak and the interest of Sarawakians at all times. In this respect, Sarawak Government must never give up our Immigration Autonomy. Indeed this is non-negotiable. So far, our Sarawak Government had only used the Immigration Autonomy to bar religious bigots, extremists and those politicians from outside Sarawak whose comments were considered to be likely not in the best interest of the people of Sarawak and Sarawak as a whole.

Economic sabotage is equally bad for Sarawak, for it will certainly cause irreparable damage to our economy and thus adversely affect economic growth and thereby impacting our standard of living in the long run.  The question here is: Should these people be barred from entering Sarawak?

I am of the humble opinion that they should be barred. In this respect, I concur and support the call by the Honourable Member of Muara Tuang to ban such people with bad intention to destabilize Sarawak. We must not be nice or kind to these people. They are not welcomed at all.

2.10        The 2020 State Budget is yet again a development biased budget with a total sum of RM 9.891 billion of which RM 6.597 billion or 67 percent of the total budget is for Development Expenditure and the remaining RM 3.294 billion or 33 percent is for Operating Expenditure. In order to boost the development in rural areas to catch up the development in urban areas, the budget remains to be rural focus with a sum of RM 4.141 billion or 63 percent allocation provided for the development in the rural areas.

2.11        Let us look at the Federal Budget 2020. It clearly stated that Sabah and Sarawak would receive RM 5.2 billion and RM 4.4 billion Development Expenditure respectively out of the total of RM 56 billion Development Budget. Meaning only 17.14% of the total Development Budget goes to Sabah and Sarawak. This 17.14% is certainly different from what Honourable Member of Kota Sentosa said in his press statement on 16th October 2019 that Federal had allocated 31.9% to Sabah and Sarawak. This statement is grossly incorrect.

2.12        Sarawak contributes at least RM 200 million worth of oil and gas to Federal coffer every day. They pump and take away RM 200 million each day. What do we get in return? A mere RM 4.4 billion Development Budget from Federal. Cukupkah? Mana cukup. Our own 2020 State Budget sets aside RM 6.597 billion for Development, which is even bigger than what Federal gives us. GPS government is able to give high Development Budget because our government is proactive and has made concerted efforts to expand its revenue stream through re-engineering to keep up with accelerated pace of development.

2.13         What about Pakatan Harapan? It is 18 months now, since PRU 14, we have not heard or seen any major development plan for Sarawak from the Honourable Members from PH Sarawak. The people of Sarawak are indeed disappointed. The previous excuse of they were not in the government is no longer available to them. They are the Federal government of the day and they receive so much money from Sarawak every day. I hope the Honourable Members of Pakatan Harapan will be serious and are not afraid to ask their bosses to allocate sufficient development fund for the people of Sarawak.

2.14        I still remember during the Parliamentary debate on the 9th April 2019 which I attended, our Prime Minister’s son who is also the Kedah Menteri Besar mentioned that Kedah has no oil, no gas, no natural resources and therefore commented Sarawak should share her oil and gas resources with Kedah and other states. Why should we continue to share with them after 45 years? Sarawak oil and gas belong to Sarawak and all Sarawakians.

2.15        Sarawak has already contributed some RM 660 billion to the national coffers over the years in oil revenue, excluding LNG’s profit of RM 40 billion annually. This cannot go on any more. We have contributed enough; Sarawak has done its part in the federation. Without Sarawak, Kuala Lumpur is not what it is today. This is the cold truth.

2.16        It is therefore timely for our Sarawak government to focus on taking the oil revenues from both Federal and Petronas, and thereafter give them back to the Sarawak people, with initiative such as the implementation of 5% State Sales Tax on petroleum products and Petros’s active participation in the upstream activities in the oil and gas industry in the very near future. The oil and gas is gift from God to Sarawak people, not to Malaya people. Priority is for our Sarawak people. Kalau orang Sarawak sendiri tidak cukup, mana boleh kaseh orang Malaya?

3.0    PH’S UNFULFILL ELECTION MANIFESTO AND ACTIONS

3.1        Many Honourable Members of this august House had spoken on Pakatan Harapan’s unfulfilled broken promises. But I feel that it is still important for me to reiterate what had been said and promised by them, in this August House on the 9th Nov 2017 as recorded in video. The choronical dates of events are important,

i. According to Hansard on the 9th November 2017 at page 64, Honourable Member of Kota Sentosa said this in the Dewan, I quote,

“Instead, Tuan Speaker we have here a Manifesto of Pakatan Harapan, that it is agreed, so long as we become the Federal Government, fifty percent of all tax revenue collected from Sarawak will go to the State. Will go to State’s coffer, you don’t have to beg. fifty percent of all taxes collected from Sarawak will go to State’s coffer and twenty percent Oil and Gas royalty will go to State’s coffer. You don’t have to beg. Yang Amat Berhormat, so long as we become the Federal Government. Even if the State Government is Barisan Nasional. You don’t have to be a katak to jump over to Pakatan Harapan. But if we become the Federal Government, this is what we have promise. Thisis what we promise. Fifty percent tax revenue collected in Sarawak and twenty percent Oil royalty give to you, give to Sarawak. For you to decide and on top of that as if that not enough, education and…”

There was no mention of any condition at all. Subsequent video made outside the DUN by Honourable Member of Kota Sentosa showed very clearly that these promises were unconditional.

ii. Then, on the 9th April 2018 before PRU 14, some five months later, Pakatan Harapan through Honourable Member of Kota Sentosa offered a “New Deal Agreement” to Barisan Nasional Sarawak.

The above two dates are very clear. The video recordings of Honourable Member of Kota Sentosa did not attach any condition. The promises were unconditional. Based on this and among others, the people of Sarawak who voted for Pakatan Harapan Sarawak in PRU 14, are now anxiously waiting for these promises to be fulfilled, soonest possible. Pakatan Harapan Sarawak should not give any more excuses. The people of Sarawak can judge for themselves on this matter.

4.0        REFERENDUM ORDINANCE

4.1        I would like to suggest to the august House that maybe it is time for us to consider an enactment of a Referendum Ordinance. It is for Sarawak State Legislative to consider and provide a Bill for debate. This will likely provide another line of defence to stop the encroachment of Federal government into our Sarawak’s rights. Let the people of this generation decide and play a part in decision making on matters of importance, including defending Sarawak. I am positive that the majority of Sarawak people will give their fullest support in this challenging journey.

4.2        If I may, I now wish to borrow and share a famous and meaningful quotation from a former President of America, Abraham Lincoln and I quote,

“Government of the people, by the people and for the people”

This is indeed a gentle reminder to us that the ultimate rulers of our democracy are our people of Sarawak.

5.0        CONCLUSION

5.1        Before I end, I would like to congratulate and thank Datuk Amar Tuan Speaker, Deputy Speaker and your team for doing an excellent job of ensuring the smooth running of the proceedings throughout this DUN session.

5.2        I would also like to thank Yang Berhormat Datuk Amar State Secretary of Sarawak and all officers from the various Ministries, State and Federal Departments as well as government agencies for their dedication and hard work in assisting the Ministers and Assistant Ministers in preparing for this DUN sitting.

5.3           I also wish to congratulate all the State Civil Servants for the 2 months bonus or minimum RM 2,000 bonus as announced by the Right Honourable Chief Minister just now. You all have served the people of Sarawak well throughout the year and deserved the bonuses. I hope next year we will as usual, continue to work together to serve the people of Sarawak with dedication, care and passion.

5.4        Allow me to take this opportunity to wish everyone, a blessed Merry Christmas and a Happy New Year 2020 and for those who are celebrating Chinese New Year in January 2020, “Sin Nien Guai Le, Gong Xi Fa Cai”.

5.5        Lastly, let us remind ourselves. True Sarawakians must always think of Sarawak First and together with the people of Sarawak, we must Jaga Sarawak Baik-Baik.
