Barisan Manifesto

Sarawak Barisan Nasional today launched a people-centred 15-point manifesto for the 11th state election.

The manifesto themed ‘Give TeamAdenan A Chance’ was launched by BN State Chairman Tan Sri Adenan Satem at the PBB headquarters here today, ahead of the May 7 polls. The manifesto – available in Bahasa Malaysia, English, Chinese and Iban – stated 15 objectives, which are to:

1. UPHOLD THE RIGHTS OF SARAWAK AND ITS PEOPLE
• We are committed to protect the rights of the people of Sarawak as stipulated in the Federal Constitution, Malaysia Agreement 1963, Inter Governmental Committee (IGC) Report and the Cobbold Commission Report.
• We have successfully achieved administrative empowerment through the first phase of our negotiations with the Federal Government.
• We will continue with the second phase of negotiations on the legal aspects of Sarawak’s rights, and the third phase, which involves financial matters.
• We will continue negotiations to increase oil and gas royalty from five per cent to 20 per cent to Sarawak.

2. SAFEGUARD THE PEACE AND HARMONY OF THE STATE
• Peace and harmony in diversity is a way of life for the people of Sarawak and Sarawak BN will ensure that no negative elements will destroy our peace and harmony.
• To protect peace and harmony, we will not hesitate to use Immigration laws to keep out extremists and any form of negative elements.

3. PRESERVE THE SARAWAK CULTURE, HERITAGE AND BELIEFS
• We will continue to strengthen mutual respect among the various communities in Sarawak and allow freedom of practice of religion.
• Diversity is our strength and we will continue to protect our unity and harmony for peace, progress and prosperity.

4. GUARANTEE PEOPLE’S RIGHTS OVER THEIR LAND
• We are committed to protect the rights of the people of Sarawak over their land.
• We will continue conducting perimeter surveys of all NCR land and will carry out individual surveys until all individual lots are issued titles.

5. PROTECT AND CONSERVE THE NATURAL ENVIRONMENT
• We will step up efforts to protect the environment through greater enforcement and by applying the latest technology for Sustainable Forest
Management
• We are committed to gazette at least 10 per cent of land in Sarawak as Totally Protected Areas (TPAs). Sarawak has set a target of at least one million hectares of TPAs by 2020.

6. IMPROVE THE WELFARE OF THE LESS FORTUNATE
• As a caring government, we are committed to further improve the quality of life of the less fortunate in our society to ensure they are not left out of the social safety net.

7. PROVIDE MORE AFFORDABLE HOUSING FOR LOW AND MIDDLE INCOME GROUPS
• We will increase the eligibility threshold to allow more Sarawakians to own affordable homes.
• For the next five years, we aim to build 15,000 homes under PR1MA projects, Rumah Mampu Milik (RMM) programme, Program Perumahan Rakyat (PPR) and Rumah Mesra Rakyat (RMR) programme.
• We will continue to repair or build new homes for the poor and 3,678 units will be built or repaired under the Program Bantuan Rumah (PBR) in 2016.
• We will continue to provide more residential lots under the Village Extension Schemes.
• Quality affordable homes will be built in Sarawak under the PR1MA projects. These homes, targeted for the middle-income group, are offered at up to 20 per cent cheaper than the market price.

8. ACCELERATE DEVELOPMENT OF ROADS AND TELECOMMUNICATIONS, AND THE SUPPLY OF PIPED WATER AND ELECTRICITY
• The biggest infrastructure project in Sarawak, the 1,089km Pan Borneo Highway will connect Telok Melano, Lundu in the south and Merapok, Lawas in the north.
• We will also build more bridges and feeder roads over the next five years.
• We will improve the connectivity of coastal roads with the construction of Batang Sadong Bridge and Batang Lupar Bridge.
• In the next five years, we will:
~ build 1,625km of new roads;
~ connect 39,000 new households with 24-hour electricity supply, to expand the coverage to 98 per cent of all households in Sarawak;
~ provide treated water supply to 79,000 new households, to expand the coverage to 96 per cent of all households in Sarawak; and
~ increase broadband coverage to 95 per cent in Sarawak.

9. ENHANCE ACCESSIBILITY TO HEALTH SERVICES
• We are committed to improve infrastructure and increase access to better healthcare services throughout the State, both in urban centres and rural areas.
• In the next five years, we will have a ratio of 1 doctor for every 400 patients.
• Doctor to patient ratio:
~ 2010 – 1 doctor for every 2,000 patients
~ 2015 – 1 doctor for every 980 patients

10. INCREASE PARTICIPATION OF WOMEN IN OUR SOCIO-ECONOMIC ACTIVITIES
• We are committed towards enhancing the roles of women in commerce and industry as well as in nation-building.
• In 2015, women made up more than 20 per cent of the decision-makers in organisations throughout Sarawak. We will ensure that more women hold strategic positions at both state and national levels in the near future.
• We will abolish all laws and policies that discriminate women.

11. RECOGNISE AND DEVELOP THE POTENTIAL OF YOUTHS
• We recognise that youths are our future leaders.
• More opportunities will be given to youths, in:
~ education;
~ business;
~ jobs; and
~ social activities,
by engaging and involving them in our development programmes.

12. ADVANCE EDUCATION AND TECHNICAL TRAINING
• Within the next five years, we will build more technical training and educational centres:
~ Centre of Technical Excellence (CENTEXS);
~ Sarawak Skills Development Centre (PPKS);
~ Industrial Training Institute (ILP); and
~ Maktab Rendah Sains MARA (MRSM).
• In the next five years we will build:
~ 16 primary schools; and
~ 6 secondary schools.
• We will repair and upgrade 34 primary and secondary schools.

13. CREATE MORE JOB OPPORTUNITIES FOR SARAWAKIANS
• We have a comprehensive Development Plan to transform the Sarawak economy through the development of the manufacturing, services and agriculture sectors.
• Through SCORE alone, more than one million new jobs will be created by 2030 of which more than 50 per cent will be skilled and semi-skilled jobs.
• The three-year Graduate Enhancement Training Sarawak (GETS) program me from 2016 to 2018 will train up to 5,000 unemployed diploma and degree holders, to enhance their employability.

14. DEVELOP A CONDUCIVE BUSINESS ENVIRONMENT FOR INVESTMENT AND ENTREPRENEURSHIP
• We are committed towards providing a business-friendly environment for investors and entrepreneurs, through our political and economic stability.
• With our well-planned industrialisation programmes, we will provide more business and job opportunities and create a better ecosystem for entrepreneur development. Creating a conducive climate for investment.

15. INDUSTRIALISE THE STATE THROUGH MANUFACTURING, TOURISM AND RURAL TRANSFORMATION
• Sarawak BN has approved a development allocation of RM20 billion under the 11th Malaysia Plan, over and above the Federal allocation.
• Out of this, we have pledged RM1.5 billion for our Rural Transformation Projects (RTP).
• We will promote and attract more investments in:
~ the downstream manufacturing activities in SCORE;
~ transform Bintulu into a petro-chemical hub in the region; and
~ the high-tech industry in Sama Jaya Free Industrial Zone.
• We will develop the tourism infrastructure and provide more incentives to support the growth of the tourism sector in the State.
• For the development of SMEs, we will build more industrial estates throughout Sarawak, including at district level.
• Financial and non-financial assistance will also be given to our SMEs.
