俞小珊：柴油补贴政策对东马人民不公
人联党中央宣教秘书俞小珊针对联邦政府宣布，自今年7月起将柴油补贴配额调整为每月200公升一事表示，这项政策将对东马人民造成极大的不公平，也完全没有反映东马两邦的实际情况。 他指出，东马砂拉越、沙巴与西马无论在地理环境、交通条件及人民生活模式都截然不同，根本不能以同一把尺来衡量。 “砂拉越土地面积占全国近四成，人民日常出行高度依赖私家车，尤其是柴油四轮驱动车。对于许多乡区居民、农业工作者、小商家及需要长距离往返工作的民众而言，每天驾驶一百至两百公里甚至更多，是十分普遍的事情。” “因此，每月200公升的柴油补贴配额，就算个别案例申请加至300公升，对许多砂民来说根本不足以应付一个月最基本的交通需求。” 俞小珊表示，更令人难以接受的是，砂拉越及沙巴长期以来是我国最重要的石油与天然气生产地区，为国家财政贡献庞大的能源收入，如今却在柴油补贴政策上未能获得符合实际需要的待遇。 他认为，联邦政府若坚持推行有关政策，就必须针对东马尤其是砂拉越制定不同标准，而不是简单地采用全国统一配额。 针对砂行动党要求砂盟联邦部长发声一事，俞小珊认为，这番言论完全回避了真正应承担责任的一方。 “今天制定柴油补贴政策的是希盟主导的联邦政府，而行动党本身正是联邦执政联盟最大的成员党，拥有40名国会议员，砂行动党本身也有5名国会议员。” 俞小珊表示，最令人感到费解的是，砂行动党主席也是行动党国会领袖，在面对一项由联邦政府制定、明显影响砂民权益的政策时，第一时间想到的不是向自己的党中央、自己的部长及首相施压，反而选择将矛头指向砂盟联邦部长。 “既然认为200公升对砂拉越不公平，为什么不利用自己身为行动党国会领袖的身份，要求行动党的部长向内阁反映砂拉越的实际情况？为什么不向首相争取修改政策？为什么不利用自己在党中央的影响力，为砂民争取更合理的柴油补贴方案？ 他认为，这样的做法很难不令人质疑，是企图把砂民的焦点转移到砂盟身上，以回避砂行动党作为联邦执政党的失责。 俞小珊强调，如果一众砂行动党国会议员无法善用自身在联邦政府内的政治影响力为砂民争取最基本的权益，那么砂行动党究竟还能为砂民发挥什么作用？砂行动党在砂拉越继续存在的意义究竟是什么？ 与此同时，俞小珊也相信，砂政府不会对任何增加砂民负担的政策坐视不理。 他将呼吁砂政府主动研究相应援助措施，尽可能抵消联邦政策对砂民带来的影响。 “如果联邦政府削减了属于砂民应有的补贴，砂政府应积极探讨利用砂拉越本身的财政能力及资源优势，补足失去的部分，让砂民不必因为联邦政策而承担额外负担。” 他说，这件事再次证明，涉及砂民切身利益的重大政策，最终还是必须由真正以砂拉越利益为优先的本土政治力量去维护。 他续说，砂民必须确保砂拉越本土政党在来届选举获得更强大的委托，每增加一席，就多一分谈判力量。这将成就砂拉越在联邦拥有更大的谈判力量，继续争取更大的自主权。 他强调，这不是政治口号，而是为了确保每一项涉及砂民利益的政策，都能真正符合砂拉越的实际情况，而不是让砂民一次又一次为不符合本地现实的全国性政策买单。

随着拟建玻璃桥及第二阶段河岸防护工程的落实，石角甘榜兰斗班让（Kampung RantauPanjang）河畔未来将打造成为长达3公里的连续景观步道，连接该甘榜与石角河滨公园，同时加强防范河岸侵蚀工作。 砂副总理兼砂公共卫生、房屋及地方政府部长拿督沈桂贤医生表示，未来建成的连接设施不仅可为居民及游客提供优美的河滨休闲空间，也将成为促进社区融合的象征，把沿河以马来人为主的甘榜社区与历史悠久的石角华人老镇连接起来。 他说：“一旦玻璃桥建成，甘榜兰斗班让河岸防护区将与石角河滨公园衔接，形成约3公里长的景观步道，同时把马来甘榜与石角华人老镇连接起来。” 沈桂贤也是石角区议员。他于周一（22日）在社交媒体发文指出，自己日前联同砂拉越水利灌溉局总监拿督工程师阿末丹尼及该局团队前往现场视察，评估日益严重的河岸侵蚀问题，并讨论即时缓解措施。 他说，在永久性第二阶段河岸防护工程完成测量及设计工作前，水利灌溉局将先落实一项耗资20万令吉的临时解决方案。 “第二阶段工程将涉及另外500米河岸防护建设，包括350米及150米两个路段，预计将在今年底公开招标。” 沈桂贤指出，气候变化带来的影响日益明显，由于河流水量及流向模式出现显著变化，砂拉越许多沿河村落正面对越来越严重的河岸侵蚀及水灾风险。 他也回顾了甘榜兰斗班让首阶段河岸防护工程的发展历程。 他说，首阶段450米河岸防护工程于2019年疫情前通过公开招标方式批出，工程价值870万令吉。然而，冠病疫情期间建筑材料价格暴涨，导致工程沦为“搁置工程”。 “有关工程随后于2022年重新招标，最低成功标价达1160万令吉，比原有合约价值高出290万令吉，工程最终在18个月后于2023年底竣工。” 沈桂贤感谢砂拉越总理拿督巴丁宜丹斯里阿邦佐哈里敦奥本拨出3100万令吉工程预算上限，用于计划于2026年实施的其余500米河岸防护工程。 他说，建筑成本持续攀升，大幅增加基础设施项目的财政负担。 根据他的估算，若整个950米河岸防护工程于2019年一次性实施，总成本约为1860万令吉；若于2023年实施，则约需2460万令吉。然而，仅剩余500米工程在2026年的预计成本已高达3100万令吉。 他补充，当前持续存在的地缘政治不确定因素，包括中东地区冲突，也可能进一步推高建筑成本，并对工程预算造成更大压力。 尽管成本不断上涨，他强调，这项投资对于保障沿河社区安全、提升公共设施水平，以及通过加强石角各社区之间的联系促进社会凝聚力，仍具有重要意义。
沈桂贤移交拨款给学校
石角区议员拿督阿玛沈桂贤鼓励老师，多向学生灌输课本以外有关砂拉越的认知，协助砂拉越政府在国民之间，建立更充沛和自信的建国意识。 他说，一些重要的砂拉越历史、认知或近代史，未必有被纳入现有的教科书，但是我们不能因为课本没有就不向后辈，特别是学生灌输。 “马来西亚成立的过程、砂拉越在马来西亚的地位、什么是马来西亚建国契约、砂拉越有哪些建国契约是不妥协、砂拉越近代发展成果和未来方向，这些对学生都是非常重要的认知。” 沈桂贤是走访选区并移交教育拨款给华小、国小、国中和独中后，如是表示。 他指出，我们都知道现在的马来西亚教科书，关于砂拉越的历史和种种事项，非常有限，因此老师需要协助砂拉越政府做必要的补充。 沈桂贤说，砂拉越政府非常重视教育，也把华小和独中视为重要的教育体制，多年来给予华小拨款，甚至拨地。 “砂政府也给独中常年拨款，从2014年迄今累积的常年拨款多达1亿零200万令吉，体现砂政府一视同仁，没有哪个民族的教育会被忽略。” 他表示，砂政府更是斥资巨额落实免费教育，让每位学生都有进入高等教育的机会，因此希望老师尽心尽力，培育学生，让每位学生都能成为砂拉越日后建国的一份子。 另一方面，从2016年到2025年，沈桂贤拨给选区学校的款项达1300万。 此次获得沈桂贤教育拨款的学校包括上湾头中华公学、甲港中华公学、味源港中华公学、新山肚中华公学、金珠盛中华公学、石角中华公学、尖山中华公学、答邦中华公学、上湾头国小、煤炭路国小、煤炭路国中、石角国中、史打博国小、嘉伦国小、廉价房屋区国小和民立中学。
