陈超耀视察甘榜布劳马来尤五人制足球场休闲设施工程

陈超耀砂旅游、创意产业及表演艺术部副部长(旅游)拿督陈超耀今午视察甘榜布劳马来尤五人制足球场休闲设施工程,有关工程已完成95%将于原订的10月8日期限竣工。 陈超耀今午在甘榜布劳马来尤村长德拉曼、美里市政局工程师、承包商及其机要秘书谢家洪一行人的陪同下,视察这项耗资15万令吉的甘榜布劳马来尤五人制足球场改善工程。 陈超耀说,这项工程透过申请2024年乡区转型计划获得15万令吉拨款,作为协助该村升级这座五人制足球场设施,包括重新修复周围围栏、安装照明灯、球网、球架、修复厕所及增建一座休息亭子等。 他指出,目前已完成逾95%,仅剩一些善后工作,包括安装球网等,便可完成移交工程。 陈超耀表示,这是他为选区内落实的主要健康休闲设施之一,目的是希望改善社区基础建设、推动健康生活与青年发展,并鼓励人民参加健康活动,因为提倡健康的生活是非常重要的。


人联党中央妇女组呼吁立即研究推动全面性教育

针对近期吉兰丹州总警长拿督莫哈末尤索夫就“法定强奸”所发表的言论,人联党中央妇女组呼吁社会应以更理性与全面的态度看待,而不是流于片面化的谴责。 人联党中央妇女组发文告强调,现行法律对于“法定强奸”的界定十分明确:未成年人在法律上不具备给予性行为同意的能力,因此成年人一旦涉及,必须承担刑责。这是保护儿童与青少年的法律底线,绝不容动摇。 人联党中央妇女组也指出,吉兰丹州总警长拿督莫哈末尤索所提出的观察与建议,虽然在表达上引发争议,但其出发点是基于长期执法经验所看到的社会现象,尤其是涉及青少年“双方同意”的情况。这一点值得社会正视与深思。 “若青少年当中普遍存在自愿发生性行为的情况,社会不能仅仅停留在谴责层面,而是必须认真反思,我们是否在家庭教育、校园教育、性健康资讯与社会支持方面做得足够?如果青少年缺乏正确的性知识、价值观与自我保护意识,那么单靠法律惩罚是远远不够的。” 人联党中央妇女组认为,随着社会的不断演变,一些法律或许已不再适应当下的现实,因此有必要进行定期的检讨与修订,以确保其符合当前社会的实际需要和教育目标。明确而与时俱进的法律,不仅是司法裁量的重要依据,也应成为教育下一代的重要工具,让青少年清楚理解法律责任与社会期望。 “相关法律必须或应该赋予警方权利进行全面调查,以确定未成年人是否受到影响、被强迫,或是双方自愿的情况,因为当中并不存在绝对的答案。” “拿督莫哈末尤索夫的言论也进一步凸显了加强青少年性教育与女性权利教育和保障的重要性,唯有通过正确的知识传递与价值观引导,才能让下一代具备明辨是非的能力,并作出更负责任的决定。” 人联党中央妇女组呼吁政府与相关当局立即研究推动全面性教育,在校园及家庭教育中加强有关责任、健康人际关系与性健康的课程。同时建议政府也应该与专家、社团及民间组织对话,确保法律在保护未成年人的同时,也能作为教育的延伸。 “我们必须记住,保护下一代并不只是惩罚性的措施,而是要让他们拥有正确的知识、价值观与判断力。唯有教育与法律并进,社会才能真正减少青少年性问题与法定强奸案件的发生。” 另外,社会也必须营造理性公共讨论的环境。因此媒体与公众在处理此类敏感议题时,应避免断章取义或过度情绪化,而是聚焦于如何解决问题。 人联党中央妇女组也呼吁,社会在面对此类议题时应避免情绪化反应,而应理性建设性地讨论,以确保法律与教育体系能够与时并进,真正守护孩子们的未来。

沈桂贤巡视德莎威拉防洪工程

石角德莎威拉第一期防洪计划工程进展顺利,工程进度已达60.4%,比预期超出13%。 这项旨在舒缓甚至解决该地区水患问题的发展计划,是通过石角区议员拿督阿玛沈桂贤争取,在获得砂拉越政府批准下,由砂水利灌溉局执行。 这项发展计划主要工程包括建设一个占地1.4公顷的蓄水区,确保在雨量异常,无法瞬间排泄大量雨水时,能取着临时蓄水,发挥缓冲效果,同时在干旱期间,可充当活动区。 沈桂贤日前与水利灌溉局巡视该工程,并对工程取得的进度感到满意。 “德莎威拉蓄水区相等于可兴建60间独立房屋或250个公寓单位的地段,而蓄水区可储存超过3万立方米的水源,这个容量是1万2000辆水车的载水量。” 他说,其他防洪计划包括建设内部排水系统,总斥资1450万,工程已在去年11月开始施工。至于第二期防洪计划,沈桂贤指出,工程公开招标已在本月24日截止,接下来相关单位会积极处理所需文件和程序。 他表示,今年砂政府积极推行基本设施发展计划,也预备相关拨款,关键在于承包商的表现,如果出现承包商表现不佳,以致发生“生病工程”,这不仅严重拖延工期,更带来民众不便并增加财政成本。 提到德莎威拉,沈桂贤说,德莎威拉地势低洼,加上周边地区快速发展,以致该地区往往成为骤雨后,一雨成灾难题。 “解决德莎威拉水患问题不是现在才开始,也不是提升一两条沟渠便能解决,它需要全盘计划,因此通过提升内部沟渠,加大外围排水和兴建蓄水区,才能得到有效舒缓。 早前砂政府也批准在石角新市镇前方的空地,兴建第一个蓄水区,该计划耗资1千988万,工程从2024年5月24日至2026年5月23日;而第二个蓄水区则建在Pine Square商业区,该工程总斥资2千250万零3077令吉,预计2026年11月23日竣工。

峇都吉当议员拿督罗克强发表文告指出,首相拿督斯里安华在国际场合多次以原则性政治家的身份发表言论,包括在东盟峰会上谈公平与合作、在巴西金砖峰会上谈全球治理与发展中国家平等机会、在联合国大会上呼吁人类尊严与包容,以及在马来西亚日承诺全民平等与团结。 然而,他说,在国内情况却大相径庭,尤其体现在国家建设的根基——教育。 他指出,大马再次因负面原因登上国际新闻版面,顶尖学子 Edward Wong以满分4.0学期平均积分和近乎完美的99.9%积分,申请5所本地大学的会计课程却全数被拒,但海外名校却纷纷表示愿意录取并提供奖学金。这一事件凸显了我国教育制度的优先次序出现问题。他强调,政府一再宣称录取制度以绩效为准,没有后门,但数据却显示另有一套逻辑。大学预科班因课程较短、难度较低,每年能培养大量满分考生,并在医学(97.6%)、药剂(97.9%)、法律(83.4%)、牙科(99.15%)等顶尖课程占据主导地位;相比之下,高强度的STPM课程则只有少数考生能取得满分,但即便是顶尖STPM生,往往也被排除在心仪课程之外。 针对部分舆论指Edward Wong因未修读STPM数学而被拒,罗克强直言这是误导。事实上,会计课程的入学条件仅需具备SPM数学科及格,而黄子耀早已符合;他更在STPM阶段修读会计、经济及资讯工艺科,全部考获A,整体成绩满分,完全符合资格。 他说,此案暴露制度性失衡。如果连最优秀的STPM生都无法通过UPU进入心仪课程,其他学生还能对公平制度抱有多少信心?很多时候,他们被迫接受并非所选的课程,或转向费用高达补贴学额近十倍的“公开管道”。 他指出,我国大学在全球排名持续下滑,马大曾是亚洲顶尖,如今却难以维持地位,这正是政策打击精英、打击奋斗精神的后果。 他强调,砂拉越在总理拿督巴丁宜阿邦佐哈里的领导下,选择了不同的方向。从2026年起,砂学生无论种族或宗教,都能在指定课程享有免费高等教育。砂也承认独中统考文凭,开放大学录取成绩优异的统考生,并为华校拨款数亿令吉,更通过砂拉越总理署其他宗教事务单位(UNIFOR)强化不同信仰与族群的团结。这才是真正的社会建设,鼓励卓越,培育科学家、技术人才、医生与工程师,成为世界级领袖并为砂民服务。 罗克强呼吁,马来西亚应当向砂拉越借鉴。如果继续拒绝国内最优秀的人才,别的国家会乐于接纳。一个在教育上背弃公平的国家,也是在背弃自己的未来。
