叶耀星:砂拉越有权要求公平与透明
哥打圣淘沙区议员叶耀星驳斥美里国会议员赵俊文否认国油从砂拉越石油与天然气收入中保留95%说法的言论,并强调砂拉越有权要求公平与透明,必要时应展开独立审查。 赵俊文早前被引述形容相关说法是对石油财政制度的“扭曲”,并声称大部分收入都被营运成本与风险消耗。对此,叶耀星表示,砂拉越要求的并非施舍,而是公平。他说,没有人否认石油天然气属资本密集行业,也没有人否认存在风险,但若国油真如所说仅剩下10%至15%的微薄利润,那为何它每年依然是联邦预算最大贡献者之一? “这些数字与他们所推的说法根本对不上。”他说。 叶耀星呼吁砂拉越政府或独立且具公信力的审计机构,获准审查国油的成本、收入与利润分配明细。他说,这样的披露只会进一步建立信任,“若缺乏透明度,砂拉越人民自然会继续质疑所谓大部分收入都化为成本的说法”。 他认为,将砂拉越的质疑一概斥为“误导”或“无根据”是不公平也不负责任的。他指出,风险并非只有国油承担,砂拉越同样承担风险,包括环境、经济,以及在资源源源不断输送联邦财政时可能长期被亏待的风险。 他呼吁各方应摒弃轻蔑性的言论,转向基于事实、经审计数据及合法协议的诚实交流。他重申,砂拉越政党联盟(GPS)将继续以公开、透明和负责任的方式,争取砂拉越在石油与天然气收入中应有的份额。
