陈超耀欢迎砂总理署发出临时证件
砂拉越人民联合党中央秘书长拿督陈超耀律师欢迎砂总理署在权力范围内,向符合条件的21岁以下无国籍儿童发放临时证件的决定。 他说,这是让人鼓舞的决定,尤其是对长期受到无国籍困扰的儿童和家庭来说,非常具有意义。 “我们恭贺砂政府采取积极的行动,在联邦宪法第15A条文下,向符合条件的21岁以下儿童发放临时证件,协助他们获得教育和医疗设施便利。” 也是砂旅游副部长的陈超耀发文告说,虽然根据联邦宪法第15A条文,颁发公民权的权力在于联邦政府,但砂内阁决定在权力范围内,向无国籍儿童伸出援手,解决他们长期以来面对的生活问题。 他表示,无国籍儿童因为没有一纸身份证明,一直以来无法享有教育和医疗便利,生活与成长都受到影响。但实际上,基本的教育和医疗是属于基本人权,不应该为了证件问题,剥削他们的权益。 他说,根据砂妇女、儿童及社区和谐部长拿督斯里花蒂玛阿都拉的说法,临时证件只是为了解决教育和医疗便利问题,并非属于长久性解决无国籍问题方案。 亦是卑尔骚区议员的陈超耀,自2004年迄今就不间断积极处理公民权申请,包括儿童与成年人的案例皆有。根据他的经验,无国籍问题主要有3大原因,包括大马籍父母的孩子在国外出生、大马籍父亲与外籍配偶没有办理结婚证书以及出现假证件。 他指出,无国籍问题影响深远,从教育和医疗,至生活与工作,都令当事人深受困扰。更加不幸的是,大多数陷入无国籍问题的儿童都是来自贫困家庭,使到他们的生活雪上加霜。 “目前,颁发公民权的权力依然属于联邦政府的内政部,砂政府只能推荐。或许,联邦政府是时候考虑下放权力予砂政府,确保无国籍课题能更快速及更有效率地解决,而不是一宗案例可能拖延数年之久。” 陈超耀表示,对于无国籍儿童或人士来说,每天日子都像是煎熬,他们期望政府部门和国民登记局简化程序和繁文缛节,尽早摆脱无国籍的困扰。 他说,许多申请公民权的儿童或人士,实际上都是在砂拉越土生土长,只因为缺少一些文件或父母的疏忽,承受长期的折磨。他希望联邦政府认真看待此事,采取更有效的方式解决无国籍问题。

砂副总理兼砂人联党主席拿督斯里沈桂贤拜访N54柏拉旺服务中心,与柏拉旺区议员程明智副部长、武吉阿瑟区议员钱进一及诗巫市议会主席丁永豪商讨维修及提升道路事宜。 与此同时,一行人也拜访达鲁菲尔道斯回教堂(Masjid Darul Firdaus),了解该回教堂面对的问题,并且也分派杂锦粥及椰枣。 沈桂贤表示,支持程明智与钱进一,就是支持他,因此此番他前来就是要监督这2位人民代议士,以确保他们确实的有在工作,而不是仅靠着一张嘴来服务。 他指出,靠着嘴巴进行廉价的宣传,并不会有什么成果,人民所面对的问题继续存在。 他说,程明智与钱进一承诺在这5年内为诗巫带来改变,因此他感谢这两个选区的选民给予他们一个机会,就如5年前石角的选民给予他一个机会一样。 他很肯定的表示,砂总理已经宣布,诗巫未来10至15年会有大型的发展项目,这些发展项目并不只是发展配套而已,而是打造诗巫成为每位居住在诗巫的人之好地方。 他表明,会尽量每个月都前来,以便能够尽早解决亟待处理的民生问题,而且加上新上任的议员,仍有许多方面需要学习。 他称,他此次前来了解并探讨柏拉旺区的问题,因为有许多问题是常年累积下来的,需要去处理,而且还要知道正确的解决方式。 他续称,议员们每年都有500万的乡区转型计划(RTP),并且还需要了解各样的拨款。
