叶耀星呼吁联邦政府尽快推动专门的反诈骗立法
哥打圣淘沙议员叶耀星指出，几乎每周都能在报章上看到国人坠入诈骗陷阱、痛失毕生积蓄的报道，包括退休人士被骗走养老钱、家庭因此负债，甚至小商家一夕之间血本无归，这已不再是零星个案，而是正在加剧的全国性问题。 他说，身为砂议员，他对媒体频繁报道诈骗案件的规模与频率深感忧虑。尽管当局不断发出警告、展开执法行动并加强公众宣导，但相关损失仍持续攀升，反映我国现有法律框架，已难以应对现代诈骗集团的手段与速度。 他指出，目前我国多以刑事法典第417条文及第420条文，即“欺骗”及“不诚实诱骗”条款，来对付诈骗行为，但这些条文原本是针对传统诈骗设计，在面对跨平台、跨国界、以科技为主导的诈骗活动时，已显得力有未逮。 他说，当局也援引1998年通讯及多媒体法令第233条文，对付通过WhatsApp、短讯及社交媒体传播的诈骗信息，但该法令主要针对不当通讯行为，刑罚轻重与受害者所承受的严重财务损失并不相称。 他指出，2001年反洗黑钱、反恐融资及非法活动收益法令，主要用于追查及充公诈骗所得，尤其涉及钱骡户头的案件。然而，该法令多属事后追责，许多案件往往在款项已被转走、提领或汇往海外后才展开行动，追回资金的机会十分渺茫。 他说，这也是为何不少受害者即使第一时间报案，仍被告知资金难以追回，反映现行法律仍停留在“事后补救”的阶段。 他指出，新加坡已采取不同方向，通过推出《防诈骗保护法令》，将重点转向预防，并对钱骡户头采取强硬立场。任何明知或疏忽让银行户头被用于诈骗的人士，都会面对严厉刑罚、迅速资产充公及赔偿令，有效打击诈骗网络。 他认为，从我国媒体不断揭露的案例可见，钱骡户头仍是我国防诈体系中的弱点，相关刑罚不一、阻吓力不足，导致诈骗集团持续利用这一漏洞。 他说，诈骗并非轻微罪行，它摧毁生计、打击数字经济信心，并侵蚀公众对制度的信任。每日见诸报端的新闻，应成为全国警醒的警钟。 他呼吁联邦政府尽快推动专门的反诈骗立法，赋予执法单位在资金转移前采取预防行动的权力，加重对钱骡户头持有人的刑罚，并强化银行、电讯公司与执法机构之间的即时合作机制。 他强调，保护国人免受诈骗侵害并非选择题，而是政府的责任，行动刻不容缓。

陈超耀：美里青少年高尔夫球赛影响力提升
