Dr Sim urged members to stay united
Minister of Local Government, Senator Datuk Dr. Sim Kui Hian called to members to stay united and fight the enemies outside. 沈桂贤：三方案解决闪电水灾问题
砂地方政府部长兼人联党主席拿督沈桂贤透露，当局将分别推出短期、中长期及长期解决方案，以便有效地解决砂州常年来面临的水患问题。 他指出，在短期解决方案方面，该部门将率先着重于“提升及保养工程”，其中包括了重新策划沟渠的方向及排水系统。 他表示，很多时候，在一些道路扩充过程之后，往往致使路旁的沟渠面积变小，甚至导致沟渠里的水溢出，因此造成水灾发生。 而在短期解决方案中，在北市市政局范围内的中央广场，已经获得800万令吉拨款，以便进行周围的沟渠及排水系统的提升工作。 拿督沈桂贤是在昨日的州立法议会后，于媒体室内召开的新闻发布会上，如是表示。 他说，至于政府中长期的方案，则是尽力于重新策划及提升水灾黑区的排水系统，这些黑区包括砂中央医院、峇都林当路、郑和统帅路及联邦公务员宿舍范围。 他透露，这四个地区所需要的提升经费大约为7000万令吉拨款，目前已在处理中，当然也希望能够尽快开始这项工程。 他指出，反对党屡次针对这个款项问题，挑起事端，认为当中的拨款不断增加，然而，他做出澄清，有关7000万令吉，是作为这四个地区（砂中央医院、峇都林当路、郑和统帅路及联邦公务员宿舍范围）的排水系统提升工程经费，增加的拨款则是给另外的地区，包括玛丽哈花园（需要2200万令吉）及达闽河流清理工程（需要200万令吉）。 “反对党说我们增加拨款，是因为贪污，这是不正确的，除非他们不让我们进行那四个地区以外的排水系统工程。” 至于长期性的的治水解决方案，拿督沈桂贤则表示，截至目前为止，州政府已批准实施“砂州城市雨水管理方案”。 他表示，这项这项方案主要将在新的发展区域内实施，以便在管理城市迅速发展的同时，不会影响区域的排水规划。 “不难发现，一些发展商在私人土地上进行工程时，常忽略排水系统的规划，导致周围的地区发生水患，因此，我认为，政府必须确保这些私人土地被宪报公布，才能保护相关人士，而不是仅仅保护发展商的权益而已。 除此之外，他透露，有关1100万令吉针对“砂州城市雨水管理方案”的研究拨款已经获准，分别将斯里阿曼、木中、泗里街、民丹莪、林梦、西连及等地展开相关研究工作。
