SPCB helping out residents of flooded area.

SUPP Public Complaints Bureau (SPCB) Chief, Wilfred Yap was recently approached by residents of Lorong Durian Burung 1 and Happy Valley, Jalan Louis,  to bring to the attention of the relevant authorities the recent developments at Mega or Gala City construction site.

The residents wanted SPCB’s assistance to request for immediate mitigation works to prevent flooding which may cause extensive damage to their houses.

The residents had complained to SPCB that the earth filling works currently being carried out on the construction site have raised the ground level above the level of their houses. The residents informed that on 25/7/2015, after just half hour of rain, the water from the raised ground overflowed onto the road at Lorong Durian Burung 1, then into the main drain at Jalan Burung Durian causing flooding at Jalan Burung Durian and federal staff quarters. This is because the only culvert measuring 2.45 metres in diameter across Jalan Tun Jugah is not able to discharge the rain water fast enough.

The residents further informed that on 5/1/2015,  Majlis Bandaraya Kuching Selatan (MBKS) MBKS, Jabatan Pengairan dan Saliran (DID), Jabatan Tanah dan Survei Sarawak (L&S)  had briefed them that the developer of Mega or Gala City would build an underground water/rain storage system at the construction site. Currently, the residents informed that there is no evidence of the construction of such flood mitigating facility despite the ongoing earth filling works.

After meeting and listening to the residents concerned and making a preliminary assessment of the situation on the ground, SPCB promised to bring up and highlight the predicament faced by the residents to the relevant authorities concerned.

SPCB have since notified MBKS, DID and L&S on the predicament faced by the residents, in particular on their duty of care to prevent the anticipated flooding and requested for their immediate mitigation works to prevent flooding. SPCB also requested MBKS, DID and L&S to seriously consider ordering the developer to stop further earth filling works until such times that the underground water/rain storage system is constructed and in working condition and/or an extra or larger culvert is constructed across Jalan Tun Jugah.

SPCB hopes that the authorities concerned will look into this as urgent, due to the approaching rainy season.
