Wilfred Yap disagreed DAP’s proposal for state-owned private hospitals as irresponsible
Kota Sentosa assemblyman Wilfred Yap Yau Sin has criticised the proposal by Democratic Action Party (DAP) leaders Chong Chieng Jen and Violet Yong for the Sarawak Government to establish state-owned private hospitals charging public rates, describing it as misguided, impractical, and financially irresponsible. 沈桂贤:卫生部“一州一心脏中心”政策不适合砂拉越
砂副总理兼公共卫生、房屋与地方政府部长拿督阿玛沈桂贤医生指出,卫生部推行的“一州一心脏中心”政策并不适合砂拉越,因为砂拉越幅员辽阔、人口分布广泛。 他说,这项政策或许适用于西马一些面积较小的州属,但对面积相当于10个西马州加起来的砂拉越而言,显然并不现实。 “这种模式不适合砂拉越。我们要求与西马相同的标准——每三到四小时车程范围内,就应设有一个心脏中心。砂拉越在医疗上不能存在双重标准。” 他在脸书贴文中如是表示。 沈桂贤透露,卫生部(MoH)已于10月22日与23日分别前往美里医院和诗巫医院进行现场考察与评估,以准备展开心脏介入导管实验室(ICL)建设招标工作。该实验室是设立“迷你卫星心脏中心”的关键设备。 他说,每个ICL的造价约在1000万至1200万令吉之间,能承担约砂拉越心脏中心(位于哥打三马拉汉)完整设施工作量的60%至70%。 “项目完成后,砂拉越将拥有一所设有心脏外科手术设施的完整心脏中心(古晋),以及三所迷你卫星心脏中心——其中民都鲁中心已投入运作,美里与诗巫中心则在筹备中。” 他指出,建设经费相对容易解决,真正的挑战在于人力资源——不仅需要心脏专科医生,还包括介入治疗专家及受过训练的护士。 沈桂贤补充,每所迷你卫星中心每年营运成本约为300万至500万令吉,而砂拉越心脏中心每年则需耗资约1亿3000万令吉,由联邦政府承担。 因此,他强调,砂拉越希望联邦政府继续为州内医疗设施提供资金支持,同时落实《1963年马来西亚协议》(MA63)所赋予的医疗自主权,让砂拉越能自主管理州内的医疗设施、人力及财务。 “我们要的不是不同标准,而是相同水平的拨款,但让砂拉越自行管理砂拉越人的医疗事务,而不是由吉隆坡操控。”
许徳婉:火箭有责任为砂争取权益
针对杨薇讳议员的言论,砂总理政治秘书兼人联党中央妇女组主席许德婉严正指出,张健仁议员是由砂人民选出来的国会议员,他有责任在国会为砂拉越争取应有的权利,包括医疗自主权,而不是把责任推给砂拉越政府。 许德婉发文告指出,医疗政策与医院建设属于联邦政府权限。而行动党身为联邦执政联盟的一部分,不应逃避责任,更不能把联邦政府本应承担的职责转嫁到砂拉越州政府身上。 “如果张健仁议员真心支持砂拉越建立州属医院,就请先在联邦争取医疗自主权与联邦拨款,而不是发表言论来掩饰自己在国会的责任。” 她说,砂拉越人民要的,是敢于为砂拉越发声、为砂拉越争取权益的领袖,而不是坐在联邦执政位置却只会指责州政府的政客。 “如果行动党砂拉越不能与砂拉越人民同心争取自主权,那么他们应严肃思考自己在砂拉越政治中的定位。砂拉越不需要不愿为砂拉越发声的政治力量。” 她强调,一句话,行动党身在联邦,就请履行责任,为砂拉越争取自主权,为砂拉越人民交代。 “没有自主权,谈什么州属医院与管理制度,都是空谈。只有取得真正的医疗自主权,砂拉越才能建设符合本地需求、由砂拉越人管理的州属医院体系。”
