砂人联党成邦江区州议员拿督法兰西斯哈登强调，村长和社区领袖必须掌握足够的知识和对时事课题的认知。 他表示，唯有如此，他们才可以帮助基层人民拥有更好的生活。 也是社会福利助理部长的法兰西哈登日前出席成邦江Thomas Ramba长屋达雅节庆典时指出，作为村长和社区领袖，必须承担职责，以及在每一项政府计划上秉持廉政操守，确保这些计划可以真正惠及人民。 他指出，假若一项民生问题无法解决，那么村长和社区领袖就不应有任何隐瞒，而是必须设法解决问题，否则，它将带来负面的影响。在这方面，他希望村长和社区领袖可以与政府单位密切联系，让民生问题可以迎刃而解。 在庆典上，法兰西斯哈登也宣布拨出5000令吉予Thomas Ramba长屋委员会，以及3000令吉予该长屋妇女组织。
