Yap urges swift implementation of Sarawak Special Grant review
Kota Sentosa assemblyman Wilfred Yap has called on the Federal Government to act swiftly on its commitment to review Sarawak’s Special Grant under Article 112D of the Federal Constitution, saying Sarawakians expect concrete action rather than prolonged negotiations.
Welcoming Prime Minister Datuk Seri Anwar Ibrahim’s announcement in Parliament that the Federal Government will review the increase of Sarawak’s Special Grant following Sabah’s RM1.5 billion allocation, Yap said the recognition of Sarawak’s entitlement was a positive step.
“Recognition of Sarawak’s rightful position is welcomed, but what the people expect now is implementation. Constitutional obligations must be honoured without unnecessary delay because Sarawak’s rights cannot remain subject to endless negotiations,” he said in a press statement.
Yap said he has consistently supported the Gabungan Parti Sarawak government in defending the state’s constitutional rights under the Federal Constitution and the Malaysia Agreement 1963.
He said throughout his tenure as Kota Sentosa assemblyman, he has continued to speak up on issues involving Sarawak’s constitutional rights, fiscal interests and development priorities, describing them as matters of justice, fairness and Sarawak’s constitutional position within the Federation.
Yap said GPS has demonstrated that firm, constructive and united leadership produces results, citing the transfer of Bintulu Port to the Sarawak Government and the Federal Government’s commitment to review the Special Grant as examples of progress achieved through the coalition’s approach.
He urged the Federal Government and the Ministry of Finance to conclude negotiations with the Sarawak Government as soon as possible so that the revised Special Grant could be included in the upcoming Federal Budget.
Yap also reaffirmed his support for Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg’s proposal for a transparent, equitable and sustainable formula to determine Sarawak’s Special Grant, saying it should reflect the state’s contribution to the national economy while upholding the spirit of the Malaysia Agreement 1963.
He said a fairer Special Grant would enable improvements in key areas, including major road upgrades, drainage systems to reduce flooding, rehabilitation of ageing schools, strengthening healthcare facilities and accelerating infrastructure development to meet the needs of Sarawak’s growing population.
Yap stressed that the review of the Special Grant was not a favour but a constitutional obligation under Article 112D, noting Sarawak’s long standing contribution to Malaysia through its oil and gas resources, renewable energy and economic strength.
He added that he would continue to defend Sarawak’s constitutional rights while working constructively with all stakeholders to secure tangible benefits for the people.
