MPP Chairman Tan Kai Holds Full Monthly Council Meeting

Padawan Municipal Council (MPP) today convened its Full Council Meeting at the MPP Chamber, chaired by MPP Chairman, Cr. Tan Kai. The meeting discussed key matters relating to financial performance, infrastructure development, and public health and community development programmes within the Council’s jurisdiction.

Following the meeting, the Council reported that as of June 2025, RM16 million in current assessment rates has been collected, marking a 58.06% collection rate. This reflects a positive increase compared to the 57.47% achieved over the same period in 2024-demonstrating the Council’s ongoing commitment to enhancing revenue collection and encouraging community cooperation. The arrears collection to date has also increased by RM189,000.00 compared to the same period in 2024.

MPP has implemented several proactive measures to collect current and recover outstanding assessment rates, including setting up mobile counters, conducting door-to-door collection programmes, sending monthly reminders via SMS and email, making follow-up phone calls, and issuing reminder notices.

MPP Chairman, Cr. Tan Kai, reminded the public that the revenue collected from assessment rates is crucial in helping the Council build a sustainable Padawan and continue providing essential services to the people.

Payment of assessment rate bills can be made at all MPP payment counters, Service Sarawak counters (including UTC Kuching, Sibu, and Miri), DBKU, MBKS, Pos Malaysia Berhad, and H&L Supermarkets. Online payments can also be made via the Service Sarawak website, the S Pay Global App (formerly known as Sarawak Pay), and the PayBills Malaysia website.

Ratepayers who have not received or have misplaced their assessment rate bills are requested to contact or visit the MPP Counter at Kota Padawan or any Service Sarawak counter to update their email address and contact number with the Council in order to receive a digital copy of the bill.

MPP also shared updates on the performance of infrastructure projects funded under the MARRIS KHAS allocation.

For MARRIS KHAS JALAN, Tan Kai said a total of 121 projects have been approved with a total allocation of RM8.2 million, and 47.1% of the projects have been completed to date.

Besides that, a total of 28 projects have been approved with a total allocation of RM7.8 million, and 32.14% of the projects have been completed to date.

In addition. 133 out of 411 routine maintenance projects under MARRIS across the Council area have been completed.

The Council added that it is commited to be transparent and an efficient implementation of all funded projects to ensure timely delivery and maximum community benefit.

Tan Kai, also reminds private developers to obtain prior engineering approval before carrying out any earthwork activities within the Council’s jurisdiction.

Companies are required to apply for a road permit and clearly indicate the travel routes of heavy vehicles, particularly for transporting construction materials. This is to ensure road damage is minimised-especially on small residential roads that are not designed to accommodate industrial or high-tonnage traffic. The Council has observed that repeated damage to roads caused by such vehicles often requires frequent and costly repairs, which places an unnecessary burden on public resources.

Failure to comply constitutes a breach of Section 8A of the Sarawak Building Ordinance 1996, as well as a violation of the requirement for prior planning approval.

Non-compliance may result in enforcement action, including site closure by MPP’s Engineering and Enforcement Division with assistance from Polis DiRaja Malaysia (PDRM). In fact, a site access was closed just last month due to such a violation.

Padawan Municipal Council (MPP) has assured its commitment to public safety and regulatory compliance by revisiting and endorsing the Regularisation of Unauthorised Advertisements within its jurisdiction.

This initiative is part of the Council’s ongoing efforts to address safety concerns and ensure proper enforcement in accordance with the relevant by-laws and regulations.

These measures are crucial to mitigating risks that may arise from improperty placed advertisements, which could endanger public safety or obstruct the townscape

Tan Kai urged all business operators that any form of advertising must comply with existing guidelines to ensure public safety and maintain visual harmony within the community.

The Council will necessary actions under By-law 28 of the Local Authorities (Advertisements) By-laws 2012 towards any parties that does not apply for the advertisement and defaulters may be subject to compound of RM1,000.

He also announced a Free Dog Licensing, Anti-Rabies Vaccination & Microchipping Programme, which will take place on Saturday, 28 June 2025, at the Parking Lot of Kota Sentosa Basketball Court.

Organised in collaboration with the Department of Veterinary Services Sarawak (DVSS) and supported by the Kota Sentosa Basketball Club, the programme aims to curb the spread of rabies and promote responsible pet ownership among residents. MPP extends its sincere appreciation to the Kota Sentosa Basketball Club for graciously allowing the use of the venue in support of this important community health initiative.

Tan Kai, encourages dog owners in Padawan to bring their pets for free vaccination, microchipping, and licensing services. Additionally, MPP is providing a RM150 neutering subsidy for the first 50 dogs that are vaccinated, licensed, and registered with th Council on the day.
