In response to the Special Voluntary Declaration Programme launched by\u00a0Inland Revenue Board (IRB) which involves issuing of tax payment\u00a0notices to more than 8.3 million people nationwide, SUPP Youth Central\u00a0Organizing Secretary Elson Tie urges Pakatan Harapan (PH) government\u00a0to formulate a more flexible solution which is people-centric.<\/p>\n

\u201cA number of Sarawakians who have received the notices through letters\u00a0or emails from IRB, have met me to express their anxiety over this.\u00a0Some of them even panicked, worrying that a minor miss or omission in\u00a0their Income Tax Return Form (BNCP) might cause them be convicted to\u00a0tax evasion.”<\/p>\n

According to the remarks by IRB chief executive officer Datuk Seri\u00a0Sabin Samitah previously, the taxpayers are given a grace period to do\u00a0the voluntary disclosure. For reporting of tax omissions done on or\u00a0before 31 March 2019, only 10% of the penalty to be paid. After which\u00a0until 30 June 2019, 15% penalty will be imposed. After the voluntary\u00a0disclosure period expires on 30 June 2019 however, taxpayers who fail\u00a0to declare the underpaid tax might face a maximum penalty rate of\u00a0300%, and held accountable to bear the legal fees if they are charged\u00a0in court.<\/p>\n

Dealing with this, Elson, who is also SUPP Bawang Assan Youth Branch\u00a0Chairman, pointed out that while filling up the tax return form, one\u00a0need to provide some figures that need to be actuarial or checked,\u00a0such as rebate and tax relief, profits and losses from both domestic\u00a0and foreign properties, etc. This is a time-consuming and energetic\u00a0effort for some self-employed individuals and small businesses.\u00a0“In this situation, I would like voice out the difficulties faced by\u00a0our fellow Sarawakians who are law-abiding but lack the taxation\u00a0knowledge. Is it reasonable that after they have paid the tax to the\u00a0government, they still got to face a high penalty rate due to their\u00a0past mistakes or inaccuracies in calculating? Since the federal\u00a0government has set a date for tax declaration, why isn\u2019t the\u00a0government be prepared for aid or tolerance programs for those who\u00a0have difficulty calculating accurate figures in time?”<\/p>\n

Deputy Minister of Domestic Trade and Consumerism YB Chong Chieng Jen,\u00a0in his recent remark, stressed that the letters from IRB were not\u00a0intended to disturb the public. He went on to advise the public to\u00a0obtain professional advice from accountants or tax consultants.\u00a0Responding to this, Elson says: “As professional services are needed\u00a0to ensure accuracy in tax declaration, which is definitely an extra\u00a0burden for the general low-income people, I would like to ask our\u00a0Deputy Minister, since the federal government does not want to disturb\u00a0the people, is it reasonable that the people be provided financial\u00a0assistance in order to get the professional services? Or enjoy a\u00a0direct rebate from the tax amount for the relevant accounting and tax\u00a0advisory fees?”<\/p>\n

“What Sarawakians expect from the ruling party is the action which\u00a0will actually ensure welfare for people of Sarawak, instead of letting\u00a0the people feel that they are being treated as criminals, doubting\u00a0about whether they will face the penalty or being charged with tax\u00a0evasion. Therefore, I appeal to YB Chong, as the chairman of PH\u00a0Sarawak, to voice out on behalf of Sarawakians in the federal cabinet\u00a0over this IRB tax penalty issue. We seek his attention in urging\u00a0Ministry of Finance to take more flexible measures, to ease the burden\u00a0of public, who are under financial pressure, and ensure that they will\u00a0no longer be plagued by tax-stricken fines.”\u00a0In his statement, Elson said that even though the leaders of DAP\u00a0verbally said that not their intention to disturb the people, Lim Guan\u00a0Eng even said that the notice issued by IRB just served as a reminder\u00a0letter instead of taking action against the taxpayer, but the relevant\u00a0deadlines and penalty rates are stated clearly in IRB official portal.\u00a0Thus, how can the people not worry?<\/p>\n

“As the deadline for March 31 is almost approaching. We urgently need\u00a0Deputy Minister YB Chong to clarify for us whether what the government\u00a0intend is really just a “reminder”, which means the penalty will not\u00a0be imposed for under-declaration of tax? If so, why doesn\u2019t he urge\u00a0the Ministry of Finance to announce the abolition of the 8 million\u00a0tax-penalty letters and give the people a sound night’s sleep?”<\/p>\n
