I\u00a0support and congratulate Yang Amat Berhormat, the Chief Minister\u2019s\u00a0articulate speech, his presentation of a people centric budget\u00a0covering all aspects of the state\u2019s welfare, social and economic\u00a0development, from education to tourism, waste management and\u00a0flooding.<\/p>\n<p>Honourable Datuk Amar Speaker<\/p>\n<p>First of all, I would like to congratulate our YAB Chief Minister for\u00a0his brainchild ideas, light rail transit, Sarawak\u2019s very own\u00a0Development Bank, (DBOS), our own petroleum entity, (Petros) and a\u00a0boost to our digital economy mooting speed and connectivity on our\u00a0internet highway, much to the delight of our people, be it young and\u00a0old,\u00a0 in the town as well as in the rural areas.<\/p>\n<p>Compared to Penang and Selangor who are running on a deficit budget\u00a0with only RM800 million and RM 2 billion reserve respectively and\u00a0still giving away three months\u2019 bonus to their civil servants, our\u00a0Chief Minister has shown much wisdom and maturity by being prudent in\u00a0our spending, creating jobs and educating our youths to earn their\u00a0keeps rather than giving them free bonuses.<\/p>\n<p>Sarawak has RM30 billion reserves and our Chief Minister is attracting\u00a0technology savvy investments and heavy industries into the State which\u00a0will provide high paying jobs that can tap into the resources of our\u00a0educated and qualified youths.<\/p>\n<p>I appeal to all Sarawakians to be mindful always. The journey to\u00a0gaining back the rights of Sarawak is not an easy task. It requires a\u00a0lot of tact from our leaders who are credible as well as the unanimous\u00a0support from the people of Sarawak. Let us all be mindful always, to\u00a0throw our full support behind our Chief Minister and his\u00a0cabinet.<\/p>\n<p>SPORTS\/SCHOOL FACILITIES<\/p>\n<p>Honourable Datuk Amar Speaker<\/p>\n<p>I wish to request for a sport centre to be located in my Batu Kitang\u00a0constituency to cater to the needs of our youngsters there. Batu\u00a0Kitang constituency has a population of about 40,000 and there is a\u00a0lack of good sport facility in our area.<\/p>\n<p>Children are our future and we should nurture them and not lose them\u00a0to drug abuse or other crimes. The younger generation needs good sport\u00a0facilities to release their stress in this competitive world today.<\/p>\n<p>With escalating drug problems in our society, we must look for ways to\u00a0ensure that these youngsters spend their free time in healthy\u00a0activities instead of spending time wandering around shopping\u00a0complexes or dabbling in crimes.<\/p>\n<p>I have identified a piece of land behind Kampung Paya Mebi which is\u00a0suitable for the purpose. 20 acres would be more than enough to build\u00a0a sport centre where they can pick any type of sports event that they\u00a0want to go into, be it basketball, football, tennis, futsal or others.<\/p>\n<p>It would be good to build a proper sport centre with lodging\u00a0facilities. I proposed that Padawan Municipal council be entrusted\u00a0with the responsibility of looking after the operation of these\u00a0facilities upon completion.<\/p>\n<p>Still on facilities, Datuk Amar Speaker, there is only one SMK Arang\u00a0but eight SK and three SJK in my Batu Kitang constituency. After\u00a0completing their primary school studies, these pupils have a limited\u00a0choice of secondary tier education to go to unless it is outside Batu\u00a0Kitang. This is inconvenient\u00a0for many, especially kampung folks whose children have to walk to\u00a0school or depend on their family members to send them\u00a0by motorcycles.<\/p>\n<p>Thus, I hoped that another SMK will be constructed to cater to the\u00a0needs of the growing population in Batu Kitang. I hoped that a piece\u00a0of land can be identified and a second SMK be constructed to cater to\u00a0the growing needs and expectation of this growing\u00a0population.<\/p>\n<p>On another note, I wish to thank the State Government for granting an\u00a0allocation to carry out projects in Padawan Municipal council. MPP has\u00a0in 2017 carried out 225 projects worth more than RM 30 million. This\u00a0shows that the State government is sincere in carrying out projects\u00a0that are beneficial to the community as most of these projects are\u00a0requested by the community themselves. I am glad that through such\u00a0projects, my people have expressed their gratitude to the government\u2019s\u00a0sincerity in helping them especially in the improvement of\u00a0infrastructure facilities.<\/p>\n<p>It is tremendous hard work to complete so many projects with limited\u00a0workforce. Flood mitigation project alone, 2017 the state government\u00a0allocate 5.43 Million for Padawan Municipal Council and the majority\u00a0of this money has been spent in Batu Kawah and Batu\u00a0Kitang.<\/p>\n<p>MARRIS fund alone the state government has allocated 30 Million, I\u00a0want to thanks the state secretary for the trust he have in us. And on\u00a0top of all this, we have Rural Transformation Projects, Padawan\u00a0Municipal Council look after 6 YBs, we have more than 20 Million\u00a0projects to implement under RTP alone\u00a0\u00a0 and we have NBOS, BP1\u00a0BP2 from the federal government.<\/p>\n<p>Apart from the Capital Grant projects that my honourable YB for\u00a0Sentosa mention this morning, i am disappointed and i find no words to\u00a0describe a 3 term MP and a 3 term YB, Kota Sentosa, he is so ignorant\u00a0or is he pretending to be ignorant, is this the kind of politics of\u00a0our people want, misleading the public all the time, RM300,000 worth\u00a0of projects for MPP to\u00a0implement. Our 400 workforces, their salary itself is more than 1.5\u00a0Million a month. I hope our people sees what kind of politics DAP is\u00a0playing, and i hope our people will reject this kind of\u00a0politics.<\/p>\n<p>I hope our state government will continue to provide Padawan Municipal\u00a0council with more funds to carry out further flood mitigation projects\u00a0because what we have done so far 5.43 Million is the beginning, we\u00a0have started the projects rolling, there still a lot of work to be\u00a0done ahead, i appeal to the state government to continue to give us\u00a0more funds under flood mitigation so that we can solve all flooding\u00a0problems in Batu Kitang, in Batu Kawah and eventually in the\u00a0whole of Padawan Municipal Council.<\/p>\n<p>LEDS<\/p>\n<p>Honourable Datuk Amar Speaker<\/p>\n<p>LED is a highly efficient lighting technology and use 75 percent less\u00a0energy but can last 25 times longer than incandescent lighting. This\u00a0is saving energy which is also green and clean for our environment.<\/p>\n<p>The high efficiency of LEDS makes them ideal for industrial uses as\u00a0they are now commonly used for street lights, parking garage lighting,\u00a0walkways and other outdoor area lightings.<\/p>\n<p>Many developed countries including China have switched to use LEDS\u00a0extensively. I hope that Sarawak Energy would also consider using LEDS\u00a0for street lightings including Federal roads and other outdoor areas.<\/p>\n<p>As this is an energy saving light, we can save much money apart from\u00a0the fact that it is green and environmentally friendly. Each year,\u00a0Padawan Municipal Council spend RM3 million in electricity bills. By\u00a0replacing with LEDS, MPP can save RM2.1 million per year. Capital cost\u00a0to replace all lights to LEDs may be expensive but if it is beneficial\u00a0to Sarawak in the long run, we should go for it.<\/p>\n<p>STRATA TITLES<\/p>\n<p>Honorable Datuk Amar Speaker,<\/p>\n<p>Kuching is now experiencing condominium or apartment style of housing\u00a0to suit the growing needs of the younger generation and professionals.\u00a0I have urged housing developers to pursue the issuance of strata\u00a0titles for projects constructed by them years back and this is one of\u00a0the teething problems facing us today.<\/p>\n<p>Unfortunately, some developers took their time with strata title\u00a0application after receiving payment from buyers. The local councils\u00a0will inspect for Occupation permit but the processing of Strata titles\u00a0is between the developer and the Lands and Survey\u00a0department. It is slow, I must say.<\/p>\n<p>Many house buyers for low cost housing have approached me to solve the\u00a0delay in the issuance of strata titles. I can cite an example of Taman\u00a0Flora Indah where I have been asked to assist by ourhouse buyers. 17\u00a0years have passed but the house buyers have yet to receive their\u00a0strata titles. I hope that the Lands and Survey department will\u00a0expedite the issuance of these titles to give the house buyers a sense\u00a0of ownership and security. Of course, developers should also play\u00a0their role to be more responsible in complying with all the\u00a0requirements needed for strata titles to be issued.<\/p>\n<p>Datuk Amar Speaker, still on the issue of housing, I hope the\u00a0government will look into amendment of laws to accommodate Gated and\u00a0Guarded community. At the moment, our laws do not allow such a\u00a0facility. I hope there is an amendment to address this problem as we\u00a0must applaud the community and developer who want to live\u00a0safely due to escalating crimes.<\/p>\n<p>Lodging police report<\/p>\n<p>Honourable Datuk Amar Speaker,<\/p>\n<p>I must thank the Police Commissioner and the KPD Padawan for a job\u00a0well done. They deserve a pat on their back for eradicating fish\u00a0machines and many gambling outlets in Padawan. It is good to know that\u00a0raids are still being carried out where illegal gambling exists. I\u00a0must thank the people in my area for being proactive in\u00a0informing the police.<\/p>\n<p>Having said that, I must bring up this Police reporting system which\u00a0is not conducive for our people. I have brought up this issue before\u00a0but unfortunately, the system of reporting have not improved to give\u00a0convenience to the public.<\/p>\n<p>It had been reported many times in the media that top police officers\u00a0have assured the people that police reports can be made in any police\u00a0station but in reality, this is not happening. There are still many\u00a0instances where victims of accidents occurring in Telaga Air have to\u00a0travel all the way to Padawan to make a simple police report.<\/p>\n<p>Turning away a victim at such a time will only bring anger to these\u00a0people against the police. With the technology we have today, it is\u00a0strange that the police department are not moving with time. This\u00a0issue must be look into immediately.<\/p>\n<p>It has also come to my attention that Computerized Accident Recording\u00a0System (CARS) has been installed throughout Semunjung Malaysia to\u00a0manage road accidents, safety and traffic control but not in Sarawak.<\/p>\n<p>Why are we not linked so that there is a more efficient management of\u00a0accidents and saving lives in the fastest possible way? We have been\u00a0conveniently left behind by the Federal Government. Even Police Mobile\u00a0Vehicle (MPV) in Sarawak are still patrolling and chasing criminals in\u00a0their Kancil.We are a joke to the other parts of Malaysia. I was told\u00a0that there are no more Kancil\u00a0being used in Semunjung for patrolling purposes as all these used\u00a0vehicles are sent to either Sarawak or Sabah. I find this information\u00a0very disturbing. Even police, a federal department in Sarawak is being\u00a0treated like a &#8216;step-brother\u2019 using more inferior facilities. This\u00a0sort of attitude from the Federal\u00a0\u00a0 government\u00a0\u00a0 must\u00a0\u00a0 stop\u00a0immediately.<\/p>\n<p>Sexual abuse<\/p>\n<p>Honorable Datuk Amar Speaker,\u00a0of late, there are too many sex-related crimes in Sarawak involving\u00a0young children with some suspects being their own family members! We\u00a0viewed all these with deep concern. It pains me to read of young\u00a0children who were abused by their own families who are supposed to\u00a0look after them. There were also incidents in schools where teachers\u00a0also betrayed the trust of their pupils.<\/p>\n<p>These children are young and need our protection. It is disheartening\u00a0to note that there were several victims who were raped continuously\u00a0for years before it was discovered. School is considered a place where\u00a0our children are educated to be useful citizen and future leaders, not\u00a0a place where their innocence and lives are robbed of them. School\u00a0children must be taught to tell\u00a0\u00a0 if someone abused them\u00a0sexually.<\/p>\n<p>It is the duty of Parents, politicians, teachers and the public at\u00a0large, to play an important role in eradicating this form of abuse.\u00a0Parents should ensure that they know their children\u2019s teachers.<\/p>\n<p>Education department should not sweep the problem under the carpet by\u00a0transferring problematic teachers as it is just transferring the\u00a0problem to another school and continuing to cause harm there.<\/p>\n<p>We can also learn from other countries on how to protect our children\u00a0from sexual abuse. Sex education should be taught in schools to let\u00a0the children identify what abuse is all about. It is also important\u00a0for members of the public\u00a0who know of such abuses to report to the relevant authority, thereby,\u00a0preventing deeper physiological harm to these victims. As politicians,\u00a0I think it is time we go for harsher laws to combat sex abuse cases\u00a0especially to our children.<\/p>\n<p>We need to be diligent in order to protect our children and their\u00a0future.
