{"id":11796,"date":"2016-08-03T22:04:52","date_gmt":"2016-08-03T14:04:52","guid":{"rendered":"http:\/\/www.suppnewsportal.com\/main\/?p=11796"},"modified":"2016-08-03T23:12:37","modified_gmt":"2016-08-03T15:12:37","slug":"lo-pointing-out-nrd-shortcomings","status":"publish","type":"post","link":"http:\/\/www.suppnewsportal.com\/main\/?p=11796","title":{"rendered":"Lo pointing out NRD shortcomings"},"content":{"rendered":"<p>Batu Kitang State Assemblyman, Lo Khere Chiang took to task\u00a0the weakness in the policies\u00a0 of the National Registration\u00a0department (NRD) this afternoon &#8211; asking civil servants to walk\u00a0their talk and the leaders of the country to interfere if the NRD is\u00a0unable to solve the stateless children welfare.<\/p>\n<p>Speaking at the press conference with four families of three minors\u00a0and two young adults who are brothers, Lo took the NRD to task for\u00a0their inefficiency of doing their duty.<\/p>\n<p>Lo was clearly upset when he said Sarawak born children with a parent\u00a0who is foreigner were treated with contempt and a discard by the NRD\u00a0who to their whims and fancy, will only give them proper documents.<\/p>\n<p>He could not understand himself how the policies work and showed\u00a0examples of the torture the families have to undergo to get their\u00a0children proper documents when their parents registered their marriage\u00a0late.<\/p>\n<p>Lo gave an example of Jong Chee Kiat who has an elder sister and two\u00a0younger brothers. The elder sister aged 18 was able to get her mykad\u00a0at age 12. Chee Kiat aged 17 who was born in Kuching was not able to\u00a0get a proper birth certificate and has no mykad. Surprisingly, Chee\u00a0Kiat two younger brothers aged 9 and 11 were able to get both their\u00a0birth certificates and mykad numbers.<\/p>\n<p>Two years ago, Lo said he went with Chee Kiat to the NRD and was told\u00a0that they have to wait for Putra Jaya\u2019s decision. \u201cTwo years passed by\u00a0and there is still no answer. Worst is that the NRD here said Chee\u00a0Kiat needs to get his citizenship. What citizenship are they talking\u00a0about. The boy is born here to a Sarawakian father in Kuching,\u201d fumed\u00a0Lo.<\/p>\n<p>He said Chee Kiat\u2019s younger brothers were able to get their document\u00a0so what was so special about Chee Kiat to be denied one. Lo said till\u00a0today, he could not explain the logic why Chee Kiat was rejected but\u00a0his Singapore born siblings were able to.<\/p>\n<p>Another case involved two brothers, 25 year old, Tsen Xiao Yue and 27\u00a0year Shu Shien, who both were unable to get their birth certificate\u00a0and mykad. Their parents registered their marriage late. Both brothers\u00a0were born in Sarawak general hospital. Strangly enough, both were able\u00a0to go to government schools and Xiao Yue dropped out of school in Form\u00a0Two while his older brother completed Form 5.<\/p>\n<p>Their father with them said both are working now but were unable to\u00a0contribute to EFP or SOSCO or Income tax as they both were without\u00a0documents. The father said they were unable to get their documents as\u00a0he was told he registered their birth too late after two weeks.<\/p>\n<p>Chan May Ly aged 8 was born out of wedlock. His father said after\u00a0three months of the birth of his daughter, he registered his marriage\u00a0to his Indonesian wife. By then, the NRD has rejected his application\u00a0and gave May Ly a birth certificate with no serial number. This will\u00a0make her life difficult as she will not be able to get her mykad or a\u00a0citizenship.<\/p>\n<p>His father, Chan who is self employed said for the last eight years,\u00a0he has relentlessly pursed the case and is a familiar face at the NRD.<\/p>\n<p>He said he was told by the staff in NRD to call Putra Jaya hotline\u00a0which he did for more than 100 times in the 8 years. \u201cEven the last\u00a0few days, he has been making attempts to call the Putra Jaya in vain.<\/p>\n<p>When he consulted the NRD in Sarawak, he was told that they need their\u00a0boss for the approval.<\/p>\n<p>For seven year old Lee Lee Yuan, life is bleak for him as he too did\u00a0not have a proper birth certificate as his mother is an Indonesian who\u00a0has abandoned the son.<\/p>\n<p>The father never registered the marriage and the son was taken care by\u00a0the father and elderly grandparents.<\/p>\n<p>Lo said he is part of the government where the system has not been\u00a0right. \u201cI want to say I am not against the government. I am elected by\u00a0the people to represent them to help them. If I do not play my role, I\u00a0failed as a YB,\u201d he said.<\/p>\n<p>He said he need to speak out for the innocent children through no\u00a0fault of theirs to be penalised by the unjust system. \u201cI want to\u00a0appeal to the civil servants in the NRD, to do what they should be\u00a0doing to help these children. They are born here. What more proof do\u00a0they want. You cannot ask their parents to contact PUTRA JAYA. Then\u00a0what is the whole point of having NRD in Sarawak? Don\u2019t tell me that\u00a0your existence is irrelevant and you cannot do your job but to ask the\u00a0parents to do the follow up. Technology is so advance these days,\u00a0there is the mobile phone, whatsapp, email, wechat, name it &#8211; you can\u00a0communicate with your superior in whatever means you want. Or is there\u00a0a break down of communication between Sarawak NRD and Putra Jaya\u201d he\u00a0wondered.<\/p>\n<p>All these cases, he pointed out, which there may affect thousands of\u00a0Sarawak children, showed the weakness of the NRD for not performing\u00a0their duty to help the people. \u201cThe explanations given by NRD are far\u00a0reaching ridiculous mostly with \u2018no reason\u2019 or wait for Putra Jaya.<\/p>\n<p>What I have explained of the cases above show their incompetency to do\u00a0their job.
